Description
The National Cancer Institute is soliciting proposals from offerors with the capacity to provide animal facilities and maintenance of non-human primates and conduct animal research protocols in support of AIDS research conducted by the Vaccine Branch and the Laboratory of Cellular Carcinogenesis and Tumor Promotion, Center for Cancer Research. The proposed project will involve direct care and maintenance of non-human primates, provision of veterinary care, and expertise and performance of veterinary and technical procedures to accomplish experimental protocols. The project will require maintenance of a breeding colony, and expertise in rearing non-human primates. Many of the animal studies will involve infectious viruses, pathogenic for humans, such as the retroviruses SIV and SHIV, adenoviruses, and poxviruses. The project will require location and purchase of non-human primates with associated screening for exclusion of monkey retroviruses. The following mandatory qualification criteria must be met: (1) Offerors must have or provide evidence that they can establish biocontainment facilities at biosafety level 2 (BL2) with biosafety level 3 (BL3) practices for housing and maintenance of the non-human primates and for associated activities; (2) Offerors must be able to supply NCI scientists fresh, viable cells and tissues from protocol animals within one hour of collection. Similarly, offerors must be able to receive from NCI scientists within one hour after preparation fresh, viable cells or live infectious inocula. Failure to meet the mandatory qualifications will be grounds for exclusion from further consideration. The NAICS code is 541710 with a small business standard of 500 employees. It is estimated that 9,360 labor hours will be required for the base period (year 1) and each of the option years (years 2-5). It is anticipated that one incrementally funded, completion contract will be awarded for one year with four yearly options. This RFP will be issued on or about September 6, 2005 and proposals will be due on October 7, 2005. This is a recompetition of contract NO2-RC-17009 currently held by Bioqual Inc., Rockville, MD.
