Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information contained in this notice. This procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13. This solicitation document incorporates provisions and clauses that are in effect through the July 2005 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 2005-04. This acquisition is 100% small business set-aside and the North American Industry Classification System (NAICS) code is 511210 with a small business size standard of $21.0 million. This announcement constitutes the formal Request for Quotation (RFQ) and a written solicitation WILL NOT be issued. It is the intent of the National Library of Medicine (NLM) to procure Luna Imaging?s Insight software from Luna Imaging, Inc., Los Angeles, CA, the system that best serves the needs of the National Library of Medicine (NLM)?s staff and patrons. First of all, this is a premier image search and manipulation system, which meets the needs of NLM?s image users. What particularly recommends it to NLM, though, is the formal arrangement and product interoperability that Luna has established with Endeavor, which is the vendor for Voyager and ENCompass. Voyager is a software product that runs the Library?s catalog of books, serials, and audiovisuals. ENCompass is a software product that provides a specialized means of access to multiple databases both within and outside the Library. Using Luna Imaging?s Insight software to run the Library?s on-line image product ?Images from the History of Medicine?, will allow it to take advantage of cataloging capabilities and authority controls of the Voyager system. It will also make the images accessible through multi-database searches in NLM?s ENCompass system. Exchanging data among these three systems maximizes the capabilities of each. Thus, it is strongly in NLM?s interest to acquire the Luna Imaging?s software to add to its existing Voyager and ENCompass systems, rather than working with another vendor and having to perform extensive, expensive, and previously untested programming in order to match the characteristics of this system. In order for NLM to utilize this software effectively, NLM needs specialized services for configuration and installation of the Luna Imaging?s software, specialized training for its staff in the operation of the Luna software system, and ongoing maintenance and support of the Luna software system. It is strongly in NLM?s interests to have Luna provides the specialized services, training, and maintenance and support, rather than have another company do these tasks. Luna?s Insight software is solely supported by Luna Imaging, Inc. There are no systems integrators qualified in, or even familiar with, the operating aspects of the software. No other sources or combination of sources provides the features that Insight software offers. Further awards to any other sources would result in both substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the agency's requirements. The period of performance is anticipated for a period of twelve (12) months with options for four (4) successive one-year periods. The proposed acquisition will be procured under FAR Part 12 - Acquisition of Commercial Items. This is not a Request for Quotation (RFQ), nor is an RFQ available, however, all responsive sources may submit a proposal in a timely manner which will be considered by NLM. Firms interested in responding to the notice must be able to provide the services as specified above. Responses must be in writing and must be received in the office within fifteen (15) calendar days from the publication date of this notice. Proposal must include pricing information.
