Description
The Federal Correctional Complex at Beaumont, Texas (FCC Beaumont) intends to make a single award to an offeror who will be responsible for administering educational tests to federal inmates incarcerated at FCC Beaumont which meed the requirements of the solicitation. The North American Industry Classification System (NAICS) Code is 611710. FCC Beaumont consists of four separate correctional institutions. Services will be performed at the Federal Correctional Institution - Medium Security (FCIM) and the United States Penitentiary (USP). The contract type is a firm-fixed price, requirements contract. The Government reserves the right to award without discussion and to award as a single award. The contract period will consists of a base period (Date of Award through September 30, 2006) and two 12-month option periods of renewal at the sole discretion of the Government. The contractor shall be responsible for administering and scoring the following: Adult Basic Learning Examination (ABLE), Comprehensive Adult Student Assessment System (CASAS) test, Pre-General Education Development (GED) test in English, Pre-General Education Development (GED) test in Spanish, General Education Development (GED) test, and other educational tests deem necessary to assess academic and ESL skills of inmate students. Qualifications include, at a minimum, a Bachelor?s Degree in the field of Education or Psychology and at least one year of experience in educational test administration in general, and specific experience administering adult educational testing material. The contractor must submit copies of diplomas, certificates, license, etc., as well as, documentation of previous experience with their bid package. Past correctional experience is desirable, but is not required. The contractor must specifically identify the individual(s) that will be performing the services under any subsequent contract award. The contractor must provide proof that their candidate meets all of the qualifications. The testing program will be offered during the hours of 8:00 am and 3:30 pm, Monday through Friday, excluding Federal holidays. Under no circumstances will the contractor?s performance exceed thirty hours per week. The contractor?s schedule for testing services will be mutually agreed upon by the Supervisor of Education and the Contracting Officer?s Technical Representative (COTR) prior to commencement of services. The estimated quantities for the base period and each 12-month option period are 384 sessions (192 sessions per institution). The solicitation will be made available on or about August 22, 2005 and will be solely distributed through this website. This site provides all downloading instructions to obtain a copy of the solicitation. All future information concerning this acquisition, including solicitation amendments, will be posted though this site. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information regarding this solicitation. The anticipated date for receipt of offers is September 16, 2005. This procurement is totally set-aside for small business and all responsible small business sources are invited to submit a quote for consideration. All contractors doing business with the Federal Government must be registered in the Central Contractor Registration (CCR) database. The website for registration is www.ccr.gov. Faith-Based and Community-Based Organizations have the right to submit quotes equally with other organizations for contract for which they are eligible.
