Description
The Federal Correctional Complex at Beaumont, Texas (FCC Beaumont) intends to make a single or multiple award to an offeror(s) who will be responsible for administering parenting services to federal inmates incarcerated at FCC Beaumont which meet the requirements of the solicitation. The parenting program will include academic, visiting room, and outreach programs to approximately 5,500 incarcerated federal inmates. The North American Industry Classification System (NAICS) Code is 611710. FCC Beaumont consists of four separate correctional institutions, Federal Prison Camp, Federal Correctional Institution - Low Security, Federal Correctional Institution - Medium Security and United States Penitentiary. The contract type is a firm-fixed price, requirements contract. The Government reserves the right to award without discussion as a single or multiple award. The contract period will consists of a base period (Date of Award through September 30, 2006) and two 12-month option periods of renewal at the sole discretion of the Government. The contractor shall be responsible for, but not limited to, structure programs which provide an opportunity for inmate parents, visiting spouses or custodial parents and children to interact in ways designated to strengthen family relationships. The curriculum shall address the following subject areas: parenting skills, skills for family support, and substance abuse education. The contractor shall undertake outreach efforts with community-based social service agencies to identify and to facilitate the provisions of needed services to the inmate parent, visiting spouse or custodial parent and children. These services should include, for example, assistance in such areas as, veteran?s benefits, welfare support, child care services, health promotion and disease prevention services. Qualifications include, at a minimum, a Bachelor?s Degree in the field of Education or Social Services and at least one year of experience in parent/child development and relationships or social services in a structured setting. The contractor must have classroom experience, be able to implement program descriptions and be an experienced provider of social services. The contractor must submit copies of diplomas, certificates, license, etc., as well as, documentation of previous experience with their bid package. Past correctional experience is desirable, but is not required. The contractor must specifically identify the individual(s) that will be performing the services under any subsequent contract award. The contractor must provide proof that their candidate meets all of the qualifications. The parenting program will be offered during the hours of 7:30 am and 3:00 pm, Monday through Friday, excluding Federal holidays. Under no circumstances will the contractor?s performance exceed thirty hours per week. The contractor?s schedule for parenting services will be mutually agreed upon by the Supervisor of Education and the Contracting Officer?s Technical Representative (COTR) prior to commencement of services. The schedule for parenting services will normally consists of approximately sixteen sessions per week. Each session will consists of one hour. Approximately four sessions will be performed at each of the four separate institutions located within the confines of FCC Beaumont per week. In addition, it is estimated that no less than eight hours of appropriate visiting room activities per institution, per quarter, will be required. The contractor shall create and conduct interacting sessions in the visitation room of each institution, where inmates can practice the parenting skills they have learned in the educational classroom component of the program. These activities are to emphasize th development of the parent/child bond through appropriate play and learning activities. The estimated quantities for the base period and each 12-month option period are 1000 sessions (250 sessions per institution). The solicitation will be made available on or about August 22, 2005 and will be solely distributed through this website. This site provides all downloading instructions to obtain a copy of the solicitation. All future information concerning this acquisition, including solicitation amendments, will be posted though this site. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information regarding this solicitation. The anticipated date for receipt of offers is September 16, 2005. This procurement is totally set-aside for small business and all responsible small business sources are invited to submit a quote for consideration. All contractors doing business with the Federal Government must be registered in the Central Contractor Registration (CCR) database. The website for registration is www.ccr.gov. Faith-Based and Community-Based Organizations have the right to submit quotes equally with other organizations for contract for which they are eligible.
