Description
The Navstar Global Positioning System (GPS) Joint Program Office (JPO) will host GPS Block IIIA Industry Days #1 on 7-9 September 2005. The GPS Joint Program Office will develop and deploy the GPS III System in two separate contractual efforts. The two efforts will be the operational control segment (OCX) and the space segment (Block IIIA). The goal of GPS Block III is to provide reliable and secure delivery of enhanced position, velocity and timing signals to military and civil users, while managing long-term total ownership costs. The GPS Block III effort is focused on design, development, deployment, and operation of future GPS Satellites. GPS Block III, in tandem with OCX, will achieve long-term GPS performance goals. It will reduce existing shortcomings and vulnerabilities that impede the ability of GPS to support future military operations and vital civil commerce, transportation, and public safety services. GPS Block III will fully support the Federal Radionavigation Plan and Federal Radionavigation System, and will address interoperability with all current and planned global radionavigation systems. GPS Block III will incorporate the space segments of the Nuclear Detonation (NUDET) Detection System (NDS), the Distress Alerting Satellite System (DASS), and the Space Environmental Detection Payload (SEDP). GPS Block III will enhance U.S. leadership in space-based navigation to meet the stated Presidential goal of GPS providing the world standard Positioning, Navigation, and Timing (PNT) solution. The purpose of Industry Day #1 is to provide the GPS Overview of Block III, to include program priorities, an acquisition strategy update, the Block III engineering and integration approach, an overview of the Statement of Objectives (SOO) and a roadmap to get to contract award. To attend Industry Days #1, please register your Primary Contractor Team as instructed below (Registration). As part of Industry Days #1, Primary Contractor Teams will be afforded an opportunity to meet with the GPS JPO one-on-one. The intent of these one-on-one discussions is to be heavily technical; therefore, the propensity of the Primary Contractor Team should be made up of the/a Program Manager, Technical Lead and Engineering personnel. The intended ?discussion schedule? for the one-one-one sessions is anticipated to include: Capabilities Development Document (CDD) for 20 minutes, SOO for 20 minutes, Specifications for 40 minutes, Contractor Team caucus for 20 minutes and open discussion or contractor time for 80 minutes. The Team is highly encouraged to take the time to register with and read through the available documents in the Bidder?s Library, as instructed below. If your Primary Contractor Team would like to participate in the Industry Days #1 one-on-one sessions with the GPS JPO, please make an appointment from the available time-slots as instructed below. REGISTRATION: Please register by filling out the registration spreadsheet posted with this announcement for the entire Primary Contractor Team and returning it via email to the Primary POC. If you experience difficulties in registering, please contact the Primary POC. The registration form is also located on the Block III Bidder?s Library in the Industry Days Folder: https://gps.losangeles.af.mil/gpslibrary/login.asp. Each Primary Contractor Team is allowed to have 10 people present at the Industry Days (Primary Contractor Team is defined as an offeror interested in becoming the prime contractor for the GPS Block IIIA satellite program). A visit request is required to gain access to the ARINC Facility. Visit requests including each person attending can be faxed to Visitor Control, fax number (310) 726-1661. A map to the ARINC facility and parking instructions are posted to the Bidder?s Library. ONE-ON-ONE SESSIONS: Each Primary Contractor Team is invited to meet with the GPS JPO for a three hour one-on-one session during Industry Days #1. The available time slots and session format are listed in the Block III Bidders Library: https://gps.losangeles.af.mil/gpslibrary/login.asp. The GPS JPO will accommodate requests for preferred three-hour time slots on a first come, first served basis. Contact the primary POC via email to reserve a session. Contractors are urged to submit questions in advance for the one-on-one meetings. Please send questions to the primary POC via email. GOVERNMENT/OFFEROR TELECONS: The Government is also offering one telecon to each Primary Contractor Team beginning the week of 12 Sep 05 for the purpose of obtaining feedback on Industry Days #1 and improving Industry Days #2. To sign up for these telecons please contact the Primary POC. SECURITY REQUIREMENTS (for any resulting solicitation and contract): This effort will require access to and processing of classified information up to and including TS/SCI (Top Secret/Sensitive Compartmented Information) and SAP/SAR (Special Access Program/Special Access Requirements) security requirements. This acquisition involves data that are subject to export control laws and regulations. A foreign disclosure review of the technical data has been accomplished and GPS III technical data are subject to export controls. OMBUDSMAN: An Ombudsman has been appointed to hear concerns from potential offerors. The purpose of the Ombudsman is to receive and communicate concerns from potential offerors when an offeror prefers not to use established channels to communicate his/her concern during the proposal development phase of this acquisition. The Ombudsman will communicate certain offeror issues, disagreements, and recommendations on this acquisition into the proper channels. The Ombudsman?s role is not to diminish the authority of the program director or the contracting officer but to advocate an offeror?s concern on a non-attribution basis. The Ombudsman will maintain strict confidentiality as to the source of the concern when requested by the offeror.
