** NOTICE TO ALL PROSPECTIVE CONTRACTORS ** THIS SOLICITATION HAS NOW BEEN CHANGED WITH AMENDMENT #0001. THIS ADMENDMENT ESSENTIALLY DISCUSSES THE NEW PERFORMANCE BOND REQUIREMENT AND THE CHANGING OF THE GOVERNMENT'S PROPOSAL EVALUATION METHOD. THE NEW EVALUATION METHOD HAS NOW CHANGED FROM "LOWEST PRICE, ACCEPTABLE PAST PERFORMANCE" TO "PAST PERFORMANCE TRADEOFF" PROCESS. THIS EVALUATION METHOD MEANS THAT THE GOVERNMENT DOES NOT HAVE TO AWARD TO THE LOWEST PRICED PROPOSAL IF THE PROSPECTIVE CONTRACTOR HAS POOR PAST PERFORMANCE. IF YOU WOULD LIKE A COPY OF THIS AMENDMENT, PLEASE CONTACT THE POCS LISTED. Project No. 06/07/08-1106, IDIQ Contract to Repair/Construct Base Pavement, Yokota Air Base and other off-base sites, Japan. Site orientation is scheduled for 19 Aug 05, 1030 Japan Standard Time. On 19 Aug 05, all contractors who require escorts meet at Supply Gate (Gate #5) at 1015 to receive passes. All offerors are encouraged to participate in this scheduled tour (Advance notice to POC is needed. See the POC info below. NOTE: THIS PROJECT WILL BE PERFORMED IN ITS ENTIRETY IN THE COUNTRY OF JAPAN. THE SUCCESSFUL OFFEROR MUST BE LICENSED AND REGISTERED TO PERFORM WORK IN THE COUNTRY OF JAPAN. Prospective offerors who have not previously completed vendor registration are requested to contact Mr Matsumoto at 042-553-8549 for further instructions. You may be requested to obtain DUNS number and CAGE Code first prior to your bidding on this project.
