Solicitation No. 05SP101612 is anticipated to be available August 23, 2005. The North American Industry Classification System (NAICS) Code is 237130 and the size standard is $28.5 million in gross annual receipts averaged over the previous three 1-year accounting periods. The estimated price range of the work is $500,000 to $1,000,000. This acquisition is full and open competition. This acquisition is being conducted pursuant to the authority of 41 U.S.C. 253c)(2) as implemented by Federal Acquisition Regulation 6.302-2, Unusual and Compelling Urgency. The most important criteria in evaluating offers is the response/delivery time, due to the urgency of the requirement. Offers will be evaluated as soon as they are received. Offers should be submitted to arrive NLT September 20, 2005. All offers received by September 20, 2005 will be considered. The work to be performed under this solicitation consists of removing one three-winding 115-kV power transformer from Roza switchyard; handling and disposing of polychlorinated biphenyls; removing and reinstalling equipment, cables, and overhead conductors; furnishing and installing one new three-winding, 115-kV power transformer at Roza switchyard; removing and reinstalling transformer foundation; furnishing and installing drainage system from foundation to holding tank; and furnishing and installing power and control cables, conduit, and grounding systems modifications/additions. The new115-kV power transformer is a unique, specialized, custom-built, three-winding transformer with very low electrical impedances, and must be manufactured to meet all stringent specification requirements. Due to system requirements, any offer providing transformer capabilities less than specified will not be considered. The work is located at Roza Switchyard, approximately three miles NE of Yakima, Washington, in Yakima County. Construction shall be performed between October 22 and December 07, 2006. An organized site visit has been scheduled for September 1, 2005 at 10:00 AM. Participants will meet at the Bureau Reclamation, PN region Construction Office, 3701 River Road, Yakima, Washington 98902. To register for the site visit, contact Phil Parish at 509- 575-5946.
