Description
Technical and Advisory Management Services to be Performed for the MMS Minerals Revenue Management Program The Minerals Management Service (MMS) of the Department of Interior intends to competitively award a contract for Technical and Advisory Management Services to be performed for the MMS Minerals Revenue Management program. INTRODUCTION: The government intends to award a time and materials contract to include a base year plus two option years. This is a 100% small business set aside. All offerors must be able to qualify under the North American Industry Classification system (NAICS) code 541611 Administrative Management and General Management Consulting Service. The Minerals Management Service Minerals Revenue Management (MRM) organization is responsible for the management and administration of all mineral revenues from Federal and Indian leased lands. The Associate Director (AD), MRM, is the Senior Executive responsible for overall program direction, including the management of accounting and royalty asset management processes and systems of national scale. The AD is charged with ensuring the efficient, timely and accurate disbursement of mineral lease revenues to Indian Tribes, individual Indian mineral owners, state governments, and the U. S. Treasury. For many years the MRM has been engaged in a major reengineering of its business processes and automated support systems. Numerous action plans and projects are currently underway to improve MRM's asset management business model, operational processes, performance measurements, cost capture tools, statistical reporting, and enterprise risk management strategy. In 2005, the MRM commenced an important new multi-year strategic planning effort, titled the MRM Strategic Business Planning Initiative, which will chart the course and direction of the future MRM business enterprise for the period through 2012. The Initiative is multi-phased involving the direct engagement of the SES leadership of MRM and its workforce. This priority Initiative includes a programmatic assessment of the current capabilities of the MRM to meet future business objectives, formulation of blueprints of future business models and strategies needed to meet business objectives, preparation of a MRM enterprise-wide strategic plan and business plans for five MRM strategic mission areas for the period through 2012, and execution of these strategic and business plans. SCOPE OF WORK: The MRM is seeking strategic management support and assistance for its senior managers in the ongoing assessment and evaluation of current and future process improvement projects and in the development, implementation, and monitoring of MRM's Strategic Business Planning Initiative. The MRM is further seeking on-going technical assistance and support in addressing operational issues and developing appropriate business solutions in the areas of financial accounting, compliance operations, royalty asset management, and Indian trust management. The period of performance of the resultant contract will be a base year and two (2) option years.
