Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-04. This solicitation is open to businesses of all sizes, NAICS 44122. Boat Dealers, with a small business size standard of $6 million. The National Park Service encourages the participation of small, disadvantaged, and women-owned businesses. The Government intends to issue a firm-fixed price contract to the responsible offeror whose total offer represents the best value for the Government, price and other factors considered. Prices must include all costs for placement of the barge at Governor's Island, in place and ready for use. Multiple quotes will be accepted. TECHNICAL SPECIFICATIONS - GENERAL: These specifications are intended to describe a used or new marine barge the Government intends to procure for use on Governors Island National Monument in New York Harbor, New York. The first part of the procurement will require the offerors to meet the vessel specifications included as a part of this document. The Government reserves the right to require a structural report by a certified marine surveyor at the offeror's expense. SPECIFICATIONS: The barge offered must be equipped and/or meet the following requirements: 1) Hull age shall be between 0 years and 45 years of age. 2) Overall length shall be between 48 feet and 70 feet; width shall be between 30 and 40 feet; depth of 6 feet. 3) Flat deck, flat sides and flat bottom. 4) Between 250 tons and 310 tons cargo capacity and a displacement of 35 to 45 tons. Barge must be within the dimensions listed. If both dimensions and capacity cannot be met, vendor should offer the barge that falls within the dimensions listed and indicate the capacity. Indicate both capacity and dimensions in quote. The barge is anticipated to be steel. The barge should not be self propelled. 5) Hull thicknesses; 3/8 to ? inch deck; 3/8 to ? inch sides; 5/16 to ? inch bottom. 6) Capable of being moved be included in offer. 7) Eight spud wells. 8) Inspection ports for internal hull inspection is required on steel and aluminum vessels. 9) Provide maintenance history for used barge. CERTIFICATE OF CONFORMANCE: Quotation must include a certification that the barge offered for consideration complies with the foregoing specifications. Failure to provide such certification may eliminate the offer from further consideration under this solicitation. Furnish written evidence as requested with regards to worthiness of the property from a certified marine engineer/mechanic, or other qualified individual. Supply verification of the inspector's credentials in order to be considered a valid certificate. Include any proposed warranty information with offer. Photographs must also be submitted with proposal for either used or new vessels, if constructed at the time of proposal. Photos must include as a minimum: 1) Bow 2) Port side, and 3) Starboard side. The following information must be submitted with each offer: BARGE: year constructed, dimensions, cargo capacity, displacement, light ship weight, hull thickness, internal compartments, deck equipment, major maintenance/improvement details. ADDITIONAL EQUIPMENT: List any/all additional equipment/machinery that is included with barge. OTHER REQUIREMENTS: It is anticipated that the spuds will have to be set utilizing floating equipmen. The water depth at MLW is about 25' and the bottom material is a soft silt with some clay for at least the upper 20 feet. It is not necessary to pin spuds in the up or down position. Soft fenders (tires) on the vessel landing side only. In addition, FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, must be completed and submitted with your offer. The deadline for receipt of quotes is August 4, 2005, at 4:30 pm. Offers shall be signed by an official authorized to bind your organization. Offers may be submitted on letterhead or the Standard Form 1449, and must include, at a minimum, unit price for each item, extended price, proposal submittals as detailed above, prompt payment and warranty terms, whether you will accept payment by MasterCard, name, phone number, and address of your point of contact, and a completed copy of FAR 52.212-3.
