- This is a notice of intent by the Naval Air Systems Command, Air Combat Electronic Program Office (PMA-209) to issue an order under Basic Ordering Agreement N00019-05-G-0024 with Rockwell Collins Government Systems (RCGS), 400 Collins Road NE, Cedar Rapids, IA 52498. The Naval Air Systems Command (NAVAIR) is assigned responsibility for the planning, programming, budgeting, procurement, installation, operation, and support of the Air Combat Electronics programs. IN addition, PMA209 has been tasked with the requirement to o evaluate implementation of radio networking capability with an objective to achieve IPv6 and MIL-STD-188-220D interoperability. This tasking includes a technical study of implementing software to achieve improved message processing capabilities, which will support a JTRS implementation. At a minimum the technical study shall cover implementation of networking with IP routing. The technical study shall leverage the existing ARC-210 radio architecture to support the definition and scope of VHF/UHF tactical radio networking capabilities. Desired functionality to be addressed shall include achieving IPv6 and MIL-STD-188-220D interoperability. As Rockwell Collins was the sole developer of this radio, they are the only capable source of providing the requested data. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements.
