- The Library of Congress provides information services to various constituencies through twenty-two reading rooms organized around distinct collections and unique resources. The reading rooms provide services different hours of the day and different days of the week, the schedule for each reading room being based on many factors. Generally, the reading rooms do not duplicate services relating to their collections or provide access to other reading room?s collections. The reading rooms employ subject and resource specialists relating to their unique collections who guide, direct and interpret the resources for researchers. The Library?s reading rooms are organized by (1) geographic regions of the world (European, African and Middle Eastern, and Asian), (2) format (microform, manuscript, Newspaper and Current Periodical, Prints and Photographs), (3) client (La Follette Congressional Reading Room), (4) subject (history and social sciences, law, music, science and technology, and business), and (5) special format (rare book). The Library?s reading rooms compile and report statistics reflecting usage of the facilities and collections that are incorporated in various reports to internal offices and external organizations. However, each reading room compiles and reports statistical information differently, resulting in inconsistent and misleading statistical reports. In 2003, the Library?s Inspector General completed an audit conducted to analyze space utilization in relation to client usage of the Library?s reading rooms, during which the inconsistencies of compiling statistical information was criticized. To address the criticism, the Library requires a contractor to analyze the statistical compilation and reporting practices in each reading room and propose different methodology options for consistently compiling and reporting similar information. Further, the Library requires a space utilization and space configuration analysis of each reading room, and an analysis documenting usage trends at various times of the day and days of the week. To complete these tasks, the Library plans to award a fixed-price task order based on defined deliverables within established time frames. The Library seeks to complete Project A immediately with the right to exercise the option to complete Project B at a later time.
