Description
The U.S. Department of State has a requirement for 8 Portable Audio/Video Modular Recording System. The Department is seeking to identify qualified vendors capable of providing portable audio/video modular recording system that will meet or exceed the minimum specifications listed below. This request is 100% Small Business Set-Aside. All bidders MUST submit their product specification and price via fax on 703 875-6085 or email BarnesBL2@state.gov by close of business Monday, August 29, 2005 in order to be considered for award. NO EXCEPTIONS. Specifications for the Portable Audio/Video Recording System: The requested system shall be a transportable, self-contained module designed to function as an audio/video evidence gathering/recording/video printing system. The system is intended for transfer from one SUV-style vehicle to another without the need for permanently securing the module. Functional Description: The system is designed to record up to four (4) simultaneous video images and one (1) live audio feed. Two (2) audio inputs will be presented to a digital video recorder through a toggle switch that selects which input to record. One audio input will originate from an onboard VHF radio receiver that must be available for hearing at all times for safety reasons. The second audio feed is an auxiliary line-level input. The operator must have the option of switching off either of the audio feeds to the video recorder. Images from the video recorder are printed by an onboard video printer. The system will be comprised of two (2) separate modules: 1) Recording module: The recording module shall be enclosed in one self-contained double-walled shock-mount rack with detach- able lids front and rear. The system shall be capable of receiving input from four (4) NTSC video cameras and recording them onto a digital video recorder featuring time-date stamp and audio recording capability. The system will be equipped with two 7 inch LCD flat screen color video monitors connected to the DVR. Loudspeakers with headphone jack muting and volume control shall be supplied to monitor the recordings in both live and playback modes. Loudspeakers may be contained within the video monitors. A front panel mounted toggle switch must be supplied to kill the audio feed to the VCR. The recording module shall also contain one rack-mount 10 channel VHF wide/narrowband, programmable audio receiver connected to the DVR. The module shall also be equipped with a monochrome video printer supplying prints of approximately 3 inches by 4 inches. The recording module shall be equipped with a panel mounted master power disconnect switch and onboard fuses to protect the various equipment. The recording module shall be equipped with four (4) video camera input connectors, four (4) camera power connectors, an auxiliary audio input connector, a DC power connector and a single antenna input connector mounted on recessed plates to help prevent damage during transport. A magnetic mount disguise VHF antenna must be supplied for the receiver. 2) Power module: The power module shall be enclosed in one self-contained heavy duty case equipped with a handle and rollers. The power module shall contain all batteries supplying power to the system and have onboard recharging capability from common 115vac mains. The module shall contain rechargeable batteries of approximately 90 amp hour capacity. The power supply enclosure shall be as small and durable as possible and be capable of being shipped without damage. Recording Module enclosure: a. All recording/printing equipment to be housed in one (1) rugged shockmount case to include: b. Front and rear removable panels with moisture/dirt seal c. Internal frame mounted on shock absorbers Equivalency: SKB brand SKBR910U20 or a smaller enclosure of equal or better quality d. One 1SKB-1916 4" Lockable Caster Kit for SKB case Audio-Video System within Recording Module enclosure: All video equipment to be NTSC compatible. All connectors recessed to avoid transport damage. a.Two (2) 7 inch LCD flat screen video monitors b.Two (2) speakers; one for receiver audio before the kill switch (ref item "i" this section) and one after the kill switch. Speakers may be inside video monitors. Must have volume control and headphone jack that mutes speaker. c. One EverFocus EDSR400M Digital Video Recorder with 60GB harddrive. Equivalency: None d. One CompactFlash Card, 1 GB capacity for Item "c" above e. One Video Printer, front loading, 3" by 4" prints (approximate) Equivalency: Sony UP-895 or equal f. Ten (10) rolls thermal printer paper Equivalency: Sony UPP110HG or equal g. One DTC R99WS-RM wide/narrow band 10 channel synthesized VHF radio receiver NOTE: Receiver to be programmed on purchaser channels prior to delivery. Purchaser will provide frequencies and other channel parameters to DTC. Equivalency: None h. Recessed panel(s) containing: > Four (4) video input BNC connectors feeding DVR > One (1) auxiliary phono connector for line level audio feed to DVR > Four (4) 2.1mm coaxial 12vdc power jacks for powering external 12vdc cameras (Center pin POSITIVE). > One (1) DC power connector for attachment to power supply module > One (1) BNC antenna connector internally cabled to Item "g" above. i. Front panel > One master power switch on front panel > Toggle switch to select between DTC receiver audio and auxiliary audio input connector. The common terminals of this switch to be connected to the line-level audio input of the EverFocus DVR (Item "c") through a 'kill' switch described in next line. > Kill switch to interrupt audio feed to the VCR. This switch is electrically positioned between the DVR and the toggle switch which selects receiver or auxiliary input audio. > Other switches as necessary > Panel-mount solid-state voltmeter displaying real-time battery voltage during operation. Relative condition indicators such as red-yellow-green lamps or similar configurations are not acceptable. > NOTE: Language for the labeling of front panel switches or controls to be coordinated with purchaser prior to construction l. Individual fuses to protect each major equipment component m. One magnetic mount disguise VHF antenna with cable for Item "g" above Ventilation: Any openings through the outer walls of the case must be configured in such manner as to minimize the ingress of foreign objects or substances such as dust or liquids. Power Module enclosure Electrical Power System: a. One (1) heavy-duty, rugged, portable case with handle and built-in rollers Equivalency: Pelican 1610 case b. Sealed, lead acid batteries of approximately 90 Ah capacity c. One battery charger d. One 12 volt to 110 volt power inverter as necessary Equivalency: Xantrex RS400 Sine Wave Inverter or equal Ventilation: Any openings through the outer walls of the case must be configured in such manner as to minimize the ingress of foreign objects or substances such as dust or liquids. Vendor to furnish an as-built wiring diagram with each module shipped c. Vendor to furnish an as-built functional block diagram depicting audio and video signal flow with each module shipped d.
