Description
The U.S. Navy?s Naval Medical Logistics Command intends to establish, on a sole source basis in accordance with FAR 6.302-1, three bridge Multiple Award Task Order (MATO) contracts with the three current MATO contractors who were awarded MATO contracts in fiscal year 2000. These MATO contractors currently provide Healthcare Worker services for the National Naval Medical Center, Bethesda, MD and its associated sites: Naval Health Clinic, Patuxent River, MD; Naval Health Clinic, Quantico, VA; and Naval Health Clinic, Annapolis, MD. The current MATO contracts that require bridge services are as follows: N62645-01-D-5005 (Cherokee Medical Services, LLC. (Cherokee Medical)), N62645-01-D-5006 (Professional Healthcare, Inc. (Professional Healthcare)) and N62645-01-D-5007 and (Arora Group, Inc.). The current contracts expire on 30 September 2005. The proposed bridge contracts? Period of Performance will be from 1 Oct 05 to 31 Jan 06. The four-month Bridge Contracts will continue to provide the minimum services that are currently being provided for the agencies identified above. In addition to the minimum quantities stated above, maximum quantities will be added to the bridge contracts that will allow for the potential need of increased services. These maximum quantities will be mirrored on the three bridge awards to provide for competition between the three contractors for these services. The bridge contracts shall be placed in anticipation of the award of Medical Multiple Agency Task Order (MATO) contracts resulting from competitive Solicitation, N62645-05-R-0009, for the Northeast Medical MATO contracts, anticipated to be awarded in late November 2005. The anticipated performance start date for the competitive MATO contracting effort is 1 January 2006. The National Naval Medical Center, Bethesda, MD and its associated sites: Naval Health Clinic, Patuxent River, MD, Naval Health Clinic, Quantico, VA, and Naval Health Clinic, Annapolis, MD. are charged with the mission of providing medical health care for upwards of 500,000 active duty military personnel and their dependents, retired military personnel and their dependents, and other authorized personnel. This mission has a direct effect on the war fighting capability of the United States Navy. In order to meet this mission requirement, the bridge contracts, with the performance period of 1 Oct 05 through 31 January 2006, must be in place NLT 15 Sept 2005 so as to avoid a lapse in services. A lapse in service would have an immediate and detrimental effect on the ability of the Navy to man deployed vessels and to fulfill the Navy?s DOD Operations Plans obligations to provide personnel in forward areas for war fighting, peacekeeping and/or humanitarian efforts.
