Description
This Request for Information (RFI) is issued by the U.S. Coast Guard (USCG) Integrated Deepwater Systems Project Office. This RFI is for planning purposes only and shall not be construed as a Request for Proposal (RFP) or as an obligation on the part of the USCG to acquire any products or services. The USCG does not intend to award a contract on the basis of this RFI or otherwise pay for the information requested. Submission of a response to this RFI is entirely voluntary. The voluntary submission of a response to this RFI shall not obligate the USCG to pay or entitle the submitter of information to claim any direct or indirect costs or charges or any other remuneration whatsoever. All information provided becomes Coast Guard property and will not be returned. All proprietary or classified information submitted with this RFI will be treated appropriately. Industry is advised that Government support contractors will review non-proprietary information. This RFI is being issued to identify possible sources and obtain information regarding the availability of a commercial off the shelf or modified commercial vessel which can meet the performance requirements stated in Attachments (A), and of this RFI announcement. The attached Performance Specification (Attachment A) applies to the Production and Deployment of the Short Range Prosecutor (SRP). The Performance Specification (P-Spec) identifies the minimum requirements of the SRP and includes the current Integrated Deepwater System requirements and the SRP?s parent asset interface requirements (Parent assets for the SRP are the National Security Cutter (NSC), the Offshore Patrol Cutter (OPC), and the Fast Response Cutter (FRC). Over the course of the Deepwater program it is anticipated that a total of 70+ SRPs will be purchased. Lot size of the purchase is dependant on the number of parent assets in production. Additionally, please provide information and pricing for a boat with the following capabilities: (a) Speed: The speed of the SRP shall be 45 knots objective, 40 knots threshold in calm seas with five (5) persons on board (180 lbs each) with half fuel and 500 pounds of boat outfit. (b) Fuel Endurance: The fuel endurance of the SRP shall be at least 200 nautical miles at cruising speed, with a ten percent (10%) reserve in calm seas. Load condition: five (5) persons on board (180 lbs each), half fuel and 500 pounds of boat outfit. (c) Communications: The SRP communications subsystem, in addition to the P-Spec capabilities already listed shall provide the capability to transmit and receive secure (FIPS Type I Encryption) voice two-way communications over HF radio links in the HF frequency range with over-the- horizon capability to the parent cutter. (d) Navigation: The SRP shall be equipped with the Furuno Scalable Integrated Navigation System (SINS) or equal. SINS or equal shall consist of radar/chart plotter, global positioning system/differential global positioning system, depth sounder unit, and fluxgate compass. The radar shall have a range scale of 0.125 to 48 nautical miles 10 or more steps. The radar shall have a tracking capability of auto and manual acquire with minimum of ten targets and ability to display target trails. The antenna array shall be at a minimum an 18-24? radome having less than four (4) degree horizontal beam width. This equipment should be mounted on/in the boat console. A marine grade loudhailer, Furuno LH 3000 or equivalent, with listen back capability, and a marine grade horn shall be provided. (e) Collar: The collar shall be made of 1880 DTEX neo/hypalon fabric with heavy duty extruded rub strakes, step treads, tube handles and a bow skirt. Collar shall consist of foam or foam-air hybrid. Foam or hybrid foam collar shall be segmented to allow partial replacement in lieu of the entire collar. Complete collar replacement shall be accomplished with the use of special tools and shall be accomplished by ship?s force personnel in no more than three hours while underway or in the cutter?s stern notch or cradle. (f) Lighting: All gauges must be Night Vision Goggle (NVG) compatible. NVG compatible is defined by ASTM F1166-95A (Standard Practice for Human Engineering Design for Marine Systems, Equipment and Facilities) Section 32.11.4 ? ?Green light: ?Where night vision goggles could be worn by operating personnel while viewing displays or working in a dark adaptive environment, a low intensity blue-green light (incandescent filament through a high pass filter with a 600-NM cutoff) may be used for control/display or space lighting.? (g) Seating: The SRP shall have six (6) suspension seats to minimize the effects of high-speed vessel slam. The seats shall be designed for 16G shock loads with a minimum of 8 inches of suspension travel. All parts shall be able to withstand the rigors of the marine environment. (h) Outfit: The SRP shall have outfit items in accordance with standard boat outfit lists and applicable to a 24-ft cutter-based platform. Interested parties should provide a Statement of Interest on company letterhead (not to exceed 20 pages in length, printed on one side only, and double-spaced) The statement should include at a minimum the following criteria: (1) a specific written acknowledgement of an understanding of the performance requirements listed in this RFI and Attachment (A); (2) capability and experience in designing and constructing similar vessels; (3) financial capacity to provide a similar COTS vessel on a firm fixed-price Indefinite Delivery, Indefinite Quantity (IDIQ) basis; (3) Commercial pricing/catalog, if available (4) GSA schedule, if available (5) Quantity break for differing lot sizes. Any pricing information submitted under this RFI will be used for information purposes only. The CG understands that pricing submitted under this RFI is estimated only and pricing submitted is not binding nor constitutes a RFP. Due to a variety of limitations, the USCG does not plan to entertain questions related to the substance of this RFI. Industry days, pre-solicitation, and/or pre-proposal conferences may be held; pending the level of interest. Responses to this RFI can be submitted no later than 16 September 2005 to Ms. Tiffany H. Thompson (G-ACS-6) via email at tiffany.thompson@dwicgs.com. Responses received later than 15 September 2005 may not be reviewed. Responses should include the name and telephone number of a point of contract having authority and knowledge to discuss responses with Government representatives.
