Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. Solicitation Number NFFK-5-378 is being issued as a Request for Quotation. This acquisition is a 100% Small Business Set-aside. The award will be made on a best value basis using simplified acquisition procedures (FAR Part 13). The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Chesapeake Bay Office requires a contractor to provide services to the National Oceanic and Atmospheric Administration and its Chesapeake Bay Office for coordinating the overall Chesapeake Bay Network to Educate Municipal Officials (NEMO) program. The contractor will work with potential partners and core team members to establish the network, coordinate meetings and act as the secretariat on the behalf of the network members, and serve as the initial point of contact with elected officials in the target regions. The contractor will develop a directory of services and educational resources that can be provided by network members, and then will match participating partners to participating local governments, with the specific arrangements for service provision to be mutually negotiated between the individual partner and local governments. Deliverables are as follows: 1) A Chesapeake Bay NEMO Master Agreement; copies of letters of agreement with individual partners; second meeting agenda; and finalized work plan and copy of press release; 2) Phone survey questionnaire and summary, final education materials, and directory of watershed support; 3) Copies of presentations and any other associated handouts; 4) Chesapeake Bay NEMO webpage; 5) Agendas and meeting minutes of bi-monthly teleconferences, any products resulting from aftercare services; 6) Record of distribution (what was sent to whom and when); and 7) Agenda and meeting minutes, and final evaluation report. Period of Performance is the date of award through fifteen (15) months. The resulting purchase order shall be negotiated as a firm fixed price contract. The award will be made on a best value basis using simplified acquisition procedures (FAR Part 13). Far Clause 52.213-4 applies to this solicitation. The best value evaluation factors include the following: 1) Technical approach; 2) Past Performance; 3) Personnel; and 4) Price. Interested contractors are invited to review the attached Statement of Work entitled: ?Chesapeake Bay Network to Educate Municipal Officials Developing a Collaborative Network to Target Elected Officials and Other Local Stakeholders to Provide Watershed Education and Planning Assistance in the Virginia Central Rappahannock and Maryland Eastern Shore Regions,? dated July 14, 2005, and submit a proposal which includes capabilities information to address the above evaluation factors, to be received no later than September 7, 2005. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-5. The provisions and clauses may be downloaded at http://www.arnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors ? Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation ? Commercial Items ? The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) location, (ii) approach, (iii) past performance, (iv) price; FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items ? Offerors must include a completed online copy of Offeror Representations and Certifications (see registration at www.bpn.gov) along with the offer; FAR 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders ? Commercial Items, applies to this acquisition. The following additional FAR clauses are applicable to this acquisition: 52.203-6, Restrictions on Subcontractor Sales to the Government, with Alternate I; 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Disabled Veterans and Veterans for the Vietnam Era; 52.232-1, Payments; 52.232-34, Payment by Electronic Funds Transfer ? Other then Central Contractor Registration; 52.232-39, Submission of Electronic Funds Transfer Information with Offer; 52.249-2, Termination for Convenience of the Government (Fixed Price)(Short Form). All responsible sources that can meet the requirements and provide the items as listed above may respond to this solicitation by submitting a quote to perform the work addressed to Gina E.
