- This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is NHLBI-PS-2005-163-CDM, and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2001-27. The North American Industry Classification (NAICS) Code is 339111 and the Employee Size is 500 for this requirement. This is a small business set-aside requirement. This acquisition is being conducted under simplified acquisition procedures in accordance with the provisions of FAR Part 13. The National Heart, Lung, and Blood Institute (NHLBI), intends to purchase the following equipment manufactured by Molecular Devices Corp. 1311 Orleans Drive, Sunnyvale, California 94089: 1) One (1) each, SpectraMax M5 Multi-detection Microplate Reader with current version of SoftMax Pro Includes a SpectraMax M5 with absorbance, Fluorescence intensity, TRF, Fluorescence Polarization, and Luminescence (6-384 microplate reader with cuvette port and tunable wavelength selection), Accessory Kit and warranty, Catalog number M5 . Offerors must accept as trade-in, one (1) each SpectraMax 250 system, serial number 501561. The trade-in value offered by vendor must be included in the proposal. 2) One (1) each Spectratest ABSI validation plate Catalog number 0200-6117. 3) One (1) each, SpectraTest FL 1 fluorescence test plate (SpectraMax M2 instruments) Includes: Validation plate, storage box, calibration certificate Validation software protocols, manual, and diskettes for Macintosh and Windows 95/98/2000/NT OS, Catalog number 0200-5060. The Government requires a delivery date of less than thirty (30) calendar days after receipt of order. The delivery and acceptance point is Bethesda, Maryland. The provisions of FAR Clause 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The provisions of FAR Clause 52.212-2 Evaluation - Commercial Items is applicable to this acquisition. The Evaluation procedure is based upon the technical specifications of the product, delivery period and the trade-in value of the equipment. The award will be made to the lowest priced, technically acceptable quote meeting the product specifications and the Government?s requirements. The quote must include an itemized price list and the trade-in dollar value. The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the initial offer should contain the offeror?s best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if later is determined by the Contracting Officer to be necessary. The Government may reject any or all offers and waive informalities and minor irregularities in offers received. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The addenda to the clause reads as follows: The offeror must include in the quotation, the product specifications, the unit price, the list price, shipping and handling charges, the delivery time period after the award of the contract, the prompt payment discount terms, the F.O.B. point,(Destination or Origen) if the FOB is Origin, the charges must be included in the quotation, the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN) and the certification of business size of the company. The FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders - Commercial Items - Deviation For Simplified Acquisitions, applies to this acquisition. Interested vendors capable of furnishing the government with the items specified in this synopsis should submit two (2) copies of the quotation to the address below.
