Description
The Agency Of Substance Abuse and Mental Health Services Administration(SAMHSA), Center for Substance Abuse Preventative (CSAP), through the Division of Acquisition Management (DAM), Program Support Center(PSC), plans to award a 12 month sole source contract using simplified acquisition procedures, to the University of Akron, Institute for Health and Social Policy, Akron, OH 44325-1915. The anticipated date of award is September 12, 2005. A stated SAMHSA/CSAP goal is to expand the number of programs approved through the NREP process. The contractor shall pilot test their curriculum through the DARE network, and to process, organize and submit their previously-collected data to NREP, will allow SAMHSA/CSAP to leverage the extensive investment already made by the Robert Wood Johnson Foundation to validate the Take Charge of Your Life curriculum and ensure that this successful program is made widely available. The contractor shall complete the following: Execute a pilot with the Take Charge of Your Life Program that will take into consideration the ability of police officers to deliver the program with fidelity; Pilot of the Take Charge of Your Life curriculum to be completed and documented to Project Officer six months after award, an objective analysis of all previously-collected data due to Project Officer nine months after award A summary report of evaluation findings due to Project Officer twelve months after award The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source Under Authority of Far 5.201(b)(1). In accordance with FAR 19.502-2(a), the contracting officer has determined that there is not a reasonable expectation of obtaining offers from two or more responsible small business concerns that are competitive in terms of market price, quality and delivery; Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
