Description
The Naval Air Systems Command intends to negotiate a sole source contract with the German-Dutch Wind Tunnels (DNW), Emmeloord, Netherlands for wind tunnel testing and support for the E-2D Advanced Hawkeye (AHE) program. This effort will include the procurement of wind tunnel testing services and support of a powered propeller driven E-2D 1/7 scale model and its propeller system. The proposed efforts require model duct calibration, isolated propeller testing and scale model wind tunnel testing of a 1/7 scale E-2D Advanced Hawkeye model. The model is powered with compressed-air motors and is currently being manufactured by DNW via a subcontract with Northrop Grumman Corportation (NGC) under Contract N00019-03-C-0057, the E-2D Advanced Hawkeye Sytem Development and Demonstration (SD&D) contract. Testing will require model maintenance support and technicians to support model changes. Key Wind Tunnel Test objectives include attaining six-degree-of-freedom (6 DOF) force and moment data for stability and control, and performance for both the model aircraft and the propeller system, including slipstream/power effects. The technical requirements for this wind tunnel testing effort include: a wind tunnel of sufficient size and facilities capable of testing a model with a wing span of 11.42 ft (3.48 m) while maintaining a wing-span-to-tunnel-width ratio of no greater than 80% and blockage less than 5%; providing no less than 90 bar air-supply pressure and 80 kW power to the air motor's inlet; airflow velocities of no less than 0.4 Mach; Reynolds number (based on blade chord of approximately 11 inches (28cm)) at the 70% propeller blade radius of at least 0.5 x10^5; and test personnel with demonstrated expertise and recent previous experience with powered testing of turboprop aircraft to obtain stability, control and performance data. DNW is the only contractor that has the requisite knowledge, facilities, and equipment to provide the technical support for the E-2D AHE model and execute the wind tunnel testing requirements without substantial duplication of cost and unacceptable delays in fulfilling the agency?s requirements.
