- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. The Government requires spare parts for the Low Profile Night Vision Goggle, AN/PVS-21, for which the Government intends to solicit and negotiate with only one source, Sensor Technology Systems, Inc, 2794 Ripple Road, Beavercreek, OH 45440, and to award a firm fixed price contract for commercial items awarded under Simplified Acquisition Procedures, Test Program for Certain Commercial Items, FAR Subpart 13.5. The supplies will be used as consumable parts in the repair of the AN/PVS-21 at NSWC Crane. Sensor Technology Systems, Inc. was the original equipment manufacturer of the currently fielded Low Profile Night Vision Goggle, AN/PVS-21. The resultant contract is anticipated to be a five-year, Indefinite Delivery Indefinite Quantity (IDIQ) contract. The minimum quantity will constitute all components that would be necessary to replace the components in four (4) each AN/PVS-21 goggles. Subsequent orders will be made to maintain the parts at a level necessary to complet! e refurbishment of 4 each AN/PVS-21 goggles. Inspection and acceptance will be at FOB Destination NSWC Crane by the requiring technical activity. The proposed contract action is for supplies the Government intends to solicit and negotiate with only one source under the authority of FAR Subpart 6.302; however, interested persons may identify their interest and capability to respond to the requirement or submit proposals. All proposals received prior to the anticipated closing date will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
