- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Naval Special Warfare Development Group (NSWDG), Virginia Beach, Virginia has a potential requirement to procure the following: CLIN 0001 GPS Signal Rebroadcast System for NSWDG, Bldg. 354 in accordance with the attached Statement of Work Statement of Work Contract: Contractor: Job Title: Procurement and Installation of a GPS Rebroadcast System in Bldg. 354 Period of Performance: Completed Eight (8) Weeks After Date of Contract of Award Task Requirements: 1. Contractor shall design, build, install, test and optimize a GPS rebroadcast system that shall allow hand-held GPS units and the navigation systems on the command?s maritime mobility assets to receive accurate GPS data throughout Bldg. 354 without having to open up any of the bay doors. Work may be performed on a 24-hour basis excluding some spaces which will be identified upon request. 2. Contractor shall perform the following services: a. Design and build a GPS rebroadcast system that will provide receipt of accurate GPS satellite signals throughout the interior of Bldg. 354. b. Contractor shall install the system in Bldg. 354; only one (1) external antenna will be allowed c. Contractor shall test and optimize the system to ensure complete coverage d. Contractor shall conduct acceptance testing with NSWDG representatives e. Contractor shall correct discrepancies prior to final acceptance Acceptance Criteria: 1. Acceptance Testing Approach: a. Acceptance of this system shall be dependent upon the ability of NSWDG personnel to receive GPS satellite signals via a hand-held GPS unit or an installed navigation system onboard a maritime mobility asset from any open area internal to Bldg. 354. 2. Termination of Project: a. Termination of the project shall be considered when the contractor delivers all items identified in the deliverable section of the Statement of Work and other items as may be identified in the contract. Contractor Furnished Material: 1. Contractor shall provide all materials and equipment to install and make operational a GPS rebroadcast system in Bldg. 354 onboard the Naval Special Warfare Development Group (NSWDG), Virginia Beach, Virginia. NSWDG Facilities personnel shall install all items necessary to provide power for the system, if additional, installation is required. Special Notes: 1. Contractor shall provide necessary personnel on a basis that properly supports the period of performance for this contract. Timeline shall be within eight (8) weeks from date of contract award. 2. Contractor shall set work schedules that allow flexibility in the time line without impact due to minor deviations Any major deviation to the schedule shall be made known to the NSWDG representatives at first discovery. Contractor shall develop a plan of action and make necessary adjustments to the project back on schedule or to the satisfaction of the NSWDG representatives and/or Contracting Officer. 3. NSWDG representatives shall be identified upon contract award Deliverables: 1. At the end of installation and upon completion of successful acceptance testing, the contractor shall provide NSWDG personnel with a complete wiring diagram of the system and a user?s manual in hard-copy and electronic format. Security Classification: 1. Top Secret Clearance is preferred, but not required, by all workers to gain access to area of work to be performed. Otherwise, workers will require a physical escort at all times while on the NSWDG compound. CLIN 0002 Installation Costs CLIN 0003 Material Costs CLIN 0004 Shipping Costs This Request for Quote (RFQ) H92244-05-Q-0073 is anticipated to result in a Firm Fixed Price (FFP) contract. The DPAS rating for this procurement is DO. This procurement is a Small Business Set-Aside. Delivery Date: 30 days after date of contract. Deliver to: NSWDG, 1636 Regulus Avenue, Virginia Beach, Virginia 23461-2299. Submit written offers; oral orders will not be accepted. This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-04 effective 8 June 2005.
