- This requirement is for heritage resource inventories and site evaluations for the Black Hills and Nebraska National Forests. The resulting contracts will be used to assist the Black Hills and Nebraska National Forests in conducting compliance inventories and site evaluations that will support the forests in carrying out a variety of resource projects which may include timber sales, road construction and reconstruction, land exchanges, prescribed burns, mechanical thinning, range allotments, and range improvement projects. The contractor will be responsible for conducting Class/Level I, II, and III inventories, site subsurface testing, site evaluations, site monitoring, preparing inventory reports, site monitoring forms, curation of collected materials, and submitting GIS data. It is estimated that inventory needs will include approximately 40,000 acres per year for each of the next five years covering multiple planning areas, and hence resulting in multiple task orders issued each year. The purpose of the inventories are to survey, identify, record, and evaluate for the National Register of Historic Places (NRHP), all heritage resources (historic or prehistoric cultural manifestations 50 or more years old) within project or analysis areas defined in each task order. Data derived from this project will be used for compliance with the requirements of Section 106 of the National Historic Preservation Act, as amended (NHPA), and the Archeological Resources Protection Act, as amended (ARPA), pertaining to potential effects on heritage resources. The resultant contracts will be awarded as Firm Fixed Priced, Indefinite Delivery Indefinite Quantity, Multiple Award Service Contracts, with a base year and a possibility of 4 Option Years. Numbered Notes 1 Applies. Request for Quote procedures will be utilized for award. All responsible sources may submit a quote which shall be considered by the agency.
