- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-05. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This acquisition is unrestricted and all responsible offerors may submit a quote. The National Institute of Standards and Technology (NIST), Optical Technology Division, has a requirement for a Compact Array Spectrometer. The instrument shall be used as a spectral radiometer. It will acquire spectra that will allow NIST to calculate the absolute irradiance in the ultraviolet and visible regions of the spectrum. NIST personnel shall calibrate the instrument. Quoters shall provide a quotation for the following: LINE ITEM 0001: Compact Array Spectrometer meeting all of the following required specifications: (1) UV-Vis Spectrometer: (a) Wavelength range: 200 to 850nm: (b) Integration time: (i) User selectable; (ii) Range: 9 msec ? 30sec; (c) Spectral resolution: (i) 2.8 nm; (ii) 100 ?m slit; (iii) Optional slits: 50?m or 250?m; (d) Data-point interval: 0.65 nm/pixel; (e) Linearity plus or minus 2%; (f) Spectroradiometry/Irradiance: (i) Sensitivity range: 2 x 10 to the minus 7 power to 20 W/m squared nm; (ii) Sensitivity at 1 second integration time: 4 x 10 to the minus 6 power w/m squared nm; (iii) Spectroradiometric accuracy: plus or minus 5%; (g) Spectrophotometry: (i) Baseline noise: plus or minus 0.4%; (ii) Photometric accuracy: Plus or minus 0.5 % Transmission; (ii) plus or minus 0.02 Absorbance at 1 Absorbance; (h) Stray Light: 2 x 10 to the minus 3 power at 285nm; (i) Detector: (i) Back-illuminated CCD; (ii) Pixel Number: 1024 x 128 pixels; (iii) Cooling (A) Thermoelectric (Peltier); (B) minus 10C, plus or minus 0.05 degrees C (j) Shutter: Internal order sorting filter; (k) Internal filter wheel with UV OD1, OD2, OD3, OD4; (l) Electronics: (i) Computer interface: USB; (ii) 15-bit A/D converter; (iii) Inputs/outputs: (A) 5V TTL; (m) Maximum physical dimensions: (i) 7.75 x 13 x 13.75 inches, 196 x 330 x 349 mm; (ii) 25 pounds, 11.4 kg (2) Software: (a) Operating System: Windows XP; (b) Instrument modes: (i) Emission; (ii) Transmission; (iii) Reflection; (iv) LED/Display measurements; (c) Additional Software Drivers: (i) Spectral calculation functions: (A) National Instruments LabView: (B) Visual Basic, C++, Delphi 4; (3) Transfer optics: (a) Quartz optical fiber bundle: (i) 190 to 1350nm; (ii) 3 meter length: (A) 1.5 mm diameter; (B) 3.0 mm diameter; (b) Illuminance/irradiance probe with diffuser: (i) Spectral range 190 to 1700 nm; (ii) Fiber bundle connector at back; (c) Adapter to connect optical fiber bundle to spectrometer. The Contractor shall provide a description of the warranty provided for the equipment. Delivery shall be FOB DESTINATION shall be completed in accordance with the Contractor?s commercial schedule. FOB DESTINATION means: The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. Award shall be made to the quoter who: (1) Meets all required technical specifications as determined by a review of documentation submitted in accord with this solicitation; (2) Has a satisfactory record of past performance with respect to quality of product provided, timeliness of delivery, and delivery of products as quoted; and (3) Quotes the lowest price. Evaluation of Technical Capability shall be based on the information provided in the quotation. Quoters shall include the manufacturer, make and model of the product, manufacturer sales literature or other product literature which CLEARLY DOCUMENTS that the offered product meets or exceeds the specifications stated herein. Past Performance will be evaluated to determine the overall quality of the product and service provided. Evaluation of Past Performance will be based on information obtained from references provided and/or the quoter?s recent and relevant procurement history with NIST or its? affiliates. Past Performance shall be determined satsifactory if the majority of references contacted provide positive feedback with respect to the areas of interest identified above. All quoters shall submit the following: 1) An original and one copy of a quotation which addresses Line Item 0001; 2) Technical description and/or product literature; 3) Description of commercial warranty. The description shall state: Whether warranty is on-site or return to vendor? Are all parts and labor included in the warranty? Are all shipping charges and /or travel charges, to and from NIST, included in the warranty? 4) A copy of the most recent published price list(s) and; (5) A list of at least three (3) references to whom the same or similar equipment has been provided. The list of references shall include, at a minimum: The name of the company or organization and the reference contact person; the telephone number of the reference contact person; the contract or grant number; the amount of the contract; the address and telephone number of the Contracting Officer if applicable; and the date of delivery or the date services were completed.. All quotations shall be sent to the National Institute of Standards and Technology, Acquisition Management Division, Attn: Carol A. Wood, 100 Bureau Drive, Stop 1640, Gaithersburg, MD 20899-1640. All offerors shall ensure the RFQ number is visible on the outermost packaging. Submission must be received not later than 3:30 p.m. local time on September 2, 2005. FAX quotations shall not be accepted. E-mail quotations shall be accepted. THE SUCCESSFUL QUOTER MUST BE REGISTERED IN THE CENTRAL CONTRACTOR REGISTRATION (CCR) PRIOR TO AWARD. REFERENCE www.CCR.gov. REFUSAL TO REGISTER SHALL FORFEIT AWARD OF A PURCHASE ORDER.
