Description
The U. S. Department of Commerce/National Oceanic and Atmospheric Administration/NESDIS/ORA intends to negotiate with the University of Maryland, Center for Innovation College Park, MD on a sole source basis in accordance with the authority of 41 U. S. C. 253 (c) (1) only one source to provide for the continuation of the Development of a Monitoring and Evaluation System for the Office of Research Applications. Up dates are needed to the University of Marylands report in order to complete required information. This is to modify and extend the previous year?s contract with the Office of Research. The objectives are (1) A DETAILED ANALYSIS OF THE Research Environment survey to provide more information to management, especially to provide the basis of making organizational changes, and (2) establishing the recent history of product innovation and of scientific publications in ORA. These objectives supplement the performance management system that was developed in the previous work and will form the basis of two (2) separate reports to be delivered to ORA. This will extend analysis of the ORA response to the Research Environment survey which was substantially modified to make it useful to ORA management, particularly with regard to innovation and publication rates. The three foci of the extended analysis are the time allocations among various activities, the comparison of now and preferred scores on a number of the attributes of the research environment survey, and the patterns of networking. Offerors certain they can meet the requirement are requested to submit in writing an affirmative response and technical capabilities. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. Failure to submit such documentation will result in the government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 15-days after publication of this synopsis. All information in response to this notification must be submitted in writing to the attention of Sally Huber Contract Specialist. Note 22 applies.
