Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. Solicitation Number NRMT-5-30 is being issued as a Request for Quotation. This acquisition is being solicited as a 100% Small Business setaside. The resulting purchase order shall be negotiated as a firm fixed price. The award will be made on a best value basis using simplified acquisition procedures (FAR Part 13). The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Office of Oceanic and Atmospheric Research, Office of Global Programs requires full service production providing complete video editing and post-production services. The NOAA Office of Global Programs (OGP) has for several years been a leader within the agency in the delivery of video to its web site and to its customers, academic partners and stakeholders. The period of performance is Date of Award through March 31, 2006. WORK REQUIREMENTS: The Contractor shall provide full post-production video services on a labor hour basis with a not to exceed dollar price. This includes non-linear video digitization, complete editing service (to include editing, compositing, paint, effects, titles, graphics, music, narration, audio enhancement, and media management) with multiple output to any of the standard tape formats (BetacamSP, DV, VHS etc) as well as the production of Real Player ?rm? files on either CD or DVD formats. 1. Video highlights from the just conducted 100th Post Doctoral Fellowship in Climate and Global Change shall be streamed from our web site, and produced on a CD for distribution to 115 Post Doctoral Fellows, and used as a recruitment tool for new appointees. 2. The office of Climate Observation annual workshop has again been videotaped and the tapes shall selectively be used on our web site, in an audio record for the proceedings of the workshop, shall be prepared. 3. The ?Teacher at Sea? (TAS) congressional reception was held May 3 for TAS Mary Cook. A CD to facilitate TAS congressional reception shall be edited and distributed to the students at Southside Middle School in Batesville, AR. 4. The Office of Climate Observation (OCO) has requested a new promotional video to support the efforts of the agency and OCO in the GEOSS program. This has already been scripted and shall be produced and distributed via both the web and a mini-CD. 5. The Health of the Oceans program at OGP has requested video to showcase their three national centers (in Charleston, Ann Arbor, and Seattle). Footage has been acquired from Charleston and shall be edited and post-produced. 6. The STRATUS 2004 research cruise, supported by this office, has several hours of source footage that shall be edited into short informative science video clips. 7. A new video pertaining to tsunamis shall be compiled and produced into CD?s to complement the NOAA Tsunami Education Resource Kit. This will be in addition to the B Roll supplied by the NOAA video studio and the video acquired from the STRATUS 2003 research cruise. 8. Video source footage was obtained from the Tropical Atlantic Climate Experiment (TACE) workshop in Miami this year. These shall be edited, and the workshop highlights put on the OGP web site. 9. Video source footage was obtained from the launch of an OGP-sponsored web site at Columbia University in New York. 10. NOAA featured at the recent National Science Teachers Association Annual Convention in Dallas. Video footage of NOAA employees assembling 10,000 Tsunami Education Resource Kits; employees speaking from a newly-instituted speakers corner; and interacting with educators from around the nation shall be showed on our web site. 11. Video source footage was obtained from the PIRATA workshop held late last year in Fortaleza, Brazil. This footage shall be edited and post produced. 12. Video footage from a workshop held in Port Elizabeth, Sooth Africa, last year shall be edited and post produced. 13. Video footage from the RANET program, including interviews with the former and current ACHMAD directors shall be edited and post produced. 14. The Regional Integrated Sciences and Assessment (RISA) program speaker series has been videotaped and shall be edited and post produced for ultimate sharing and distribution of the OGP web site. ?The Government has budgeted $23,000 for this requirement. The resulting purchase order shall be negotiated as a firm fixed price. The award will be made on a best value basis using simplified acquisition procedures (FAR Part 13). Far Clause 52.213-4 applies to this solicitation. The best value evaluation factors include the following: 1) Technical approach; 2) Past Performance; 3) Personnel; and 4) Price. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-4. The provisions and clauses may be downloaded at http://www.arnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors ? Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation ? Commercial Items ? The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) location, (ii) approach, (iii) past performance, (iv) price; FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items ? Offerors must include a completed online copy of Offeror Representations and Certifications (see registration at www.bpn.gov) along with the offer; FAR 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders ? Commercial Items, applies to this acquisition. Other then Central Contractor Registration; 52.232-39, Submission of Electronic Funds Transfer Information with Offer; 52.249-2, Termination for Convenience of the Government (Fixed Price)(Short Form).
