Description
SAP083-000HCN72-2005-24111 The Centers for Disease Control and Prevention (CDC) intends to award, on a sole source basis, a purchase order to the Carolinas Poision Control Center, 5000 Airport Center Parkway, Suite B, Charlotte, NC 28208. The Carolinas Poison Control Center will be required to conduct a mock chemical terrorism exercise and provide a written evaluation of the national toxicosurveillance system. The CDC?s Health Studies Branch is currently seeking to outsource the evaluation and testing of the national toxicosurvellance program that is currently administered by the American Association of Poision Control Centers (AAPCC). It has been determined that the Carolinas Poison Control Center possessed a greater level of experience with toxicosurveillance at the state and regional levels, thus they are the only firm capable of conducting an exercise of this magnitude in a timely, efficient and cost effective manner. These findings were based on the fact that Carolinas Poision Control Center has been actively collecting data and conducting surveillance of poison control activities since 2003, thus developed case definitions and syndromes required for the evaluation of the toxicosurveillance program at a national level. This is not a request for competitive proposals and no solicitation is available. Firms that believe they can provide this service must provide evidance of an established local toxicosurveillance program, as well as, the capabiltiy to immediately test and evaluate a toxicosurveillance program at a national level in an efficient and effective manner. Firms that believe they are fully qualified to provide this service are encouraged to identify themselves and give written notification to the Contracting Officer within 15 days of the publication date of this synopsis. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining to conduct a competitive procurement.
