- The National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Pathology (LP), Clinical Cytogenetics Section (CCS) intends to procure on a sole-source basis with Applied Imaging Corporation, 120 Baytech Drive, San Jose, CA 95134 to upgrade the hardware and software of its Government owned CytoVision Workstation. This upgrade will provide the speed, memory, resolution, and record storage capabilities critical to the performance of state-of-the-art diagnostic and research cytogenetics studies. It will also be networked to the CCS?s other two Government owned CytoVision workstations, which is critical to their research. Three missions of the CCS are: to provide state-of-the-art clinical cytogenetics diagnostic services to patients seen at the NIH Clinical Center; to perform high quality clinical and translational research in cancer cytogenetics; and to train students, residents, and fellows the basic principles and methods used in cytogenetics. The CytoVision Workstation is used to perform three critical functions in the Clinical Cytogenetics Laboratory. First is to provide high-resolution G-banded karyotype analysis which allows for the detection of numerical and structural chromosomal abnormalities at the level of the light microscope. Second, is fluorescence in-situ hybridization (FISH) technology which makes it possible to "see" submicroscopic chromosomal changes in both actively dividing (mitotic) and resting (interphase) cells. Last is comparative genomic hybridization (CGH), which also uses FISH methodology, but has emerged as a powerful technology for investigating gains and losses of chromosomal material throughout the genome in non-dividing fresh or fixed tissue. The contractor shall ensure all mechanical, electronic and software changes are fully compatible with the existing Government owned CytoVision workstations. Applied Imaging Corporation is the only vendor qualified to make these upgrades to the Government owned CytoVision Workstation. The upgrade must be compatible with the existing equipment and the only source known to the NCI researcher that can meet the aforementioned requirements is Applied Imaging Corporation. The Government?s intent is to upgrade one of its instruments, any capability statements offering a new instrument or that will not maintain the warranty and service plan of the Government owned Applied Imaging Corporation CytoVision Workstation will not be considered. This acquisition will be processed under FAR Part 12 ? Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement. An original and one copy of the capability statements must be received in the contracting office by 1:00 p.m. EDT, on September 1, 2005. Faxed and emailed capability statements are NOT authorized. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award from the NCI contractors must be registered in the Online Representations and Certifications Applications (ORCA).
