Description

Notice of Intent to award a Sole Source Procurement. The Government intends to issue a sole source purchase order to Aeronautical Radio Incorporated (ARINC) Managed Services, LLC in Annapolis, MD. ARINC Managed Services provides the Meteorological Data Collection and Reporting System (MDCRS) data to the Government at Headquarters Air Force Weather Agency (HQ AFWA) in its native alphanumeric format or after conversion to a World Meteorological Organization (WMO)-compliant format. The period of performance for this contract is 1 Oct 05 through 30 Sep 06, with up to four (4) option years. The 55th Contracting Squadron intends to award a purchase order by other than full and open competition in accordance with Subpart 6.302-1 (a)(2)(ii). Only one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a request for competitive proposals. A determination not to compete this proposed procurement was made because ARINC?s unique air-to-ground relationship with the nation?s air carriers will assist the Government in developing strategies to optimize the MDCRS data collection in a way that minimizes cost and maximizes positive impact to aviation and public safety from improved weather forecasts.
