Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will be issued as W912LM-05-T-0073, available upon request. W912LM-05-T-0073 is being issued as a Request for Quotation, which incorporates provisions and clauses for commercial items in effect through Federal Ac quisition Circular 2005-03. This acquisition is set-aside for small business. The applicable NAICS code is 423490. The following supplies are required: CLIN 0001  DIESEL ENGINE PROGRAM WITH CLOSED LOOP DYNO. (RECYCLED DETROIT DIESEL 60 SERIES ENGINE w / DDECIV), MFG: Megatch Corporation, MODEL: MEG330DD60  QTY: 1 Each. Specifications as follows: PROGRAM: To be a late model operational diesel engine on a special stand, with all the necessary components assembled and ready for operation with a dual hydraulic, closed loop dynamometer. The program to consist of: An Operational Diesel Engine with fault insertion, Engine Test Stand, Full Instrument Panel, Instructional Reference Manual, and Diesel Engine Hydraulic Dynamometer with Dual System. The ME G330 Diesel Engine Program introduces the latest in domestic, truck diesel engines available with Fault Insertion Module. The trainer to have the following cooling, electric and exhaust systems: COOLING SYSTEM: The cooling system is to consist of a heav y duty radiator, fan guard and all the necessary hoses and clamps. Coolant fluid is to be pre-filled ready for operation. ELECTRICAL SYSTEM: The electrical system to include a heavy duty starter , heavy duty capacity alternator, and heavy duty batteries . Battery and fuel tank to be mounted on a separate steel table free from engine vibrations. The table is to be constructed from steel channels 1-1/4 x 1-1/4 and covered with 16 gauge steel plates. The table dimensions to be 7-3/4H x 34L x 24W with a n approximate weight of 20 LBS. INTAKE AND EXHAUST SYSTEM: The system is to include a protective shield around the flywheel. The exhaust system is mounted along side the engire and bent around for safely exhausting the fumes. The intake air filter is m ounted vertically along the radiator and the engine is supercharged for high performance. ENGINE TEST STAND: The engine mount to be a heavy duty test stand, constructed from 2 x 2 steel mechanical tubing frame, 11 gauge heavy wall type, welded at all j oints and having special pair of universal engine mounts pre-drilled to accept several different types of engines. The stand is to accommodate a heavy-duty radiator mount positioned in the front of the engine test stand. The engine test stand to be posit ioned on specially designed vibration dampers and are to be welded to the main frame. A total of four sets of vibration dampers are to be installed. Each set of dampers to have four Toro type pads, held centrally by a ? bolt and steel plates. The steel mount is to be painted black. On each of the four corners of the engine mount, wheels are to be provided for easily rolling the engine to any location. These wheels are to be removable and the storage space is to be provided on the mount for them. Over all dimensions are to be 72 L x 24H x 36W and weight to be approximately 150 LBS. FULL INSTRUMENT PANEL: The instrument panel is constructed from 16 gauge steel, 24W x 26L and is fully wired to the engine control system. A bank of toggle switches t o be mounted in a lockable protective enclosure whereby the instructor to be able to fault circuits such as Engine Speed Sensor, CTS, TPS, MPA and Voltage references. These switches to produce both code and non-coded faults on computer controlled engi nes. INSTRUMENT PANEL TO INCLUDE: 2-1/8 Charge Meter, 3-1/2 Clock-Hour Meter, Throttle Assembly, 3-1/2 Tachometer, On-Off Start Ignition Switch, 2 Water T emperature Gauge 100-280 F, 2 Oil Pressure Gauge 0-100 PSI, 2 Oil Temperature, Gauge 60-260 F. INSTRUCTIONAL REFERENCE MANUAL: The manuals provide full information and procedures for troubleshooting diesel engines. Potential problems are listed, diag nostic methods are indicated and repair procedures detailed. Also to be included is the manufacturers service manual, to contain detailed procedures, descriptions and diagrams of the engine provided: Students Manual, Instructors Guide and Service Manu al. HYDRAULIC DYNAMOMETER: The hydraulic dynamometer is a compact, quiet and versatile unit for engine testing. The dyno is rated for the Engines HP peak end. The hydraulic dynamometer and engine are directly coupled together by means of rigidly mounti ng them to the engine stand with an adjustable mount. The dynamometer is designed to adapt to most automotive engines. An optional mounting is available in which the dyno is mounted directly to the engine. CLOSED LOOP DYNO COOLING: In case water is not readily available in the shop, a close-looped system is incorporated for dyno cooling. The system uses a heavy-duty radiator specially designed for hydraulic cooling. An electrical fan is attached to the radiator to provide forced air-cooling. The radi ator is mounted to the engine frame and controlled through a switch on the instrument panel. A safety system interlock prevents running of the engine without having the cooling system fan operating. GENERAL REFERENCE MANUALS: These manuals offer specifi cation for greater depth in diesel performance and are included for the study of diesel mechanics.
