- The United States Army Tank-automotive and Armaments Command-Warren (TACOM-Warren) will be issuing a sole source Request for Proposal (RFP) to FEV, Inc. FEV developed an Opposed Piston Opposed Cylinder (OPOC) engine under DARPA contract MDA972-03-C- 0029 and has performed a feasibility study, to investigate if their OPOC engine can be modified for military ground vehicle applications. A preliminary component design effort was conducted under TARDEC NAC contract W56HZV-04-C-0028. This action will incl ude the development of an OPOC engine concept design for ground vehicle combat application, based on the UAV OPOC engine. The UAV OPOC engine requires modification to fulfill the requirements for the ground vehicle application. The objective of this effo rt is to increase the power output from 170 kW to at least 240 kW for a single bank configuration. In addition, the engine and its sub-systems, such as cooling, lubrication, air filtration and exhaust, require concept changes and the contractor will tailo r these to the Combat vehicle environmental requirements. Furthermore, the contractor shall use CAE tools to support the concept development and verify the structural integrity of highly loaded components using FEA calculations. This effort will require the contractor to use intensive thermal management calculations to optimize the concept of the cooling system. The period of performance will be for eight (8) months. This requirement will be solicited by letter. Issuance of a formal solicitation is not anticipated. While this RFP is being issued on a sole source basis, any interested parties may request a copy of the letter RFP by sending an e-mail request to janet.joudas@us.army.mil. All solicitations issued on or after 1 Apr 1999 require offerors to submit offers paperless: only electronic format will be accepted. Contractors will be required to submit their response in one of the following electronic mediums: via e-mail or 3 inch disk. Offers/bids are to be e-mailed to janet.joudas@us.army.mil. T he subject line of the email submissions must read: Offer-W56HZV-05-R-1150 closes 6 Oct. 2005. Maximum size of email offers shall not exceed 3.5 megabytes. Compressed files must be self-extracting and have appropriate instructions to open. Hard copy re sponses will not be accepted. Please make sure this agency has been furnished with the following additional information: CAGE, Company Name, DUNS Number and the email address where you would like the notice sent.
