Description

This is a requirement for maintenance, overhaul, upgrade, repair, modification and recapitalization of the subject item for the UH-60 aircraft. The contractor shall furnish all depot level labor, facilities, tools, test equipment and material to ove rhaul the subject items. No surplus parts shall be used or applied. Tail Rotor Blade  Horn Replacement, Best Estimated Quantity: 1,000 each FMS Best Estimated Quantity: 200 each OUTPUT NSN: 1615-01-113-8188; OUTPUT P/N: 70101-31000-043 INPUT NSNs: 1615-01-088-3230; 1615-01-430-2782 and 1615-01-113-8188 INPUT P/Ns: 70101-11200-044; 70101-11200-043 and 70101-31000-043 The proposed contractual action will be a five year maintenance and overhaul requirements contract with best estimated quantities as stated above. The contractor shall furnish all depot level labor, facilities, tools, test equipment and materials for the maintenance, overhaul, upgrade, repair, modification and recapitalization. Authority cited is 10 U.S.C. 2304(c) (1) FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy this agencys requirement. The only approved sour ce for this requirement is Sikorsky Aircraft Corporation, 6900 Main Street, Stratford, CT 06615-9129 (CAGE 78286). Only Sikorsky Aircraft Corporation has the capacity and the required data (internal procedures, blueprint(s) and production drawing(s)) to p erform this effort. The overhaul shall be accomplished in accordance with the contractors specifications, manufacturer's internal procedures, blueprint(s) and production drawing(s). Technical data is not currently available to support a competitive soli citation. DMWR 1-1615-287 does not have procedures for the repair of the Horn Replacement on the Tail Rotor Blade. The data required to facilitate overhaul is proprietary to the Original Equipment Manufacturer (OEM) and is not available or obtainable for purposes of this requirement. Any competing contractor could not perform the requirements or be familiar with the total processes, design parameters, etc., for the requirements listed above. This item is a Critical Safety Item (CSI) and contains CSIs an d parts requiring engineering testing. Firms are encouraged to seek source approval in order to compete for this or future solicitations by submitting documentation in accordance with the Competition Advocates Shopping List (CASL) procedures.
