- THIS IS NOT A REQUEST FOR PROPOSALS OR A REQUEST FOR QUOTATIONS, IT IS STRICTLY A REQUEST FOR INFORMATION (RFI). NEITHER UNSOLICITED PROPOSALS NOR ANY OTHER KINDS OF OFFERS WILL BE CONSIDERED IN RESPONSE TO THIS RFI. NO CONTRACT WILL BE AWARDED PUR SUANT TO THIS ANOUNCEMENT. The Department of Defense (DoD), Medical Health System (MHS) Resources Information Technology Program Office (RITPO) intends to procure a Database and Application Development Technology in support of its Enterprise Wide Scheduling and Registration (EWS-R) Project. This Database Technology shall enable the automated conversion of the current MHS Hospital Information System (HIS) known as the Composite Healthcare System (CHCS) from its current Database Technology, Digital Standard MUMPS (DSM), to an Object Oriented and Relational Technology that will both preserve the existing CHCS Data, Structures, Healthcare Business Rules, and Application Logic as well as, support a full spectrum of Software Development and Messaging Technologies (including, but not limit ed to Java/J2EE, EJB, .NET, C++, SOAP/XML, HL7, Web Services and SQL). The Database Technology to be procured shall run on a wide variety of mainstream Platforms and Operating Systems (including Windows, Linux, and Solaris/UNIX) as well as, support existing hardware (Alpha Servers running OpenVMS). Additionally, the Technolo gy shall be able to handle the existing Multi-Dimensional Fileman Data Structures and expose them as both Objects and Relational Tables without re-writing code or altering the existing database design. Section 508 compatible solutions are required. Interested organizations may submit their capability statements, and qualifications for the provision of this service, which may be considered by the agency no later than September 9, 2005. This is not a solicitation, but a Sources Sought. No solicitatio n will be issued for this requirement, and no other information will be provided. The purpose of this Request for Information (RFI) is to determine all interest in Medical Health Systems (MHS) Resources Information Technology Program Office (RITPO) Data Base and Application Development Technology. At this time, questions concerning the composition and requirements of the future RFP, as well as those regarding the nature of the services to be preformed under the MHS RITPO initiatives will not be entertained. The competition for the award of the MHS r equirement is expected to be conducted under full and open procedures; however the contracting officer reserves the right to set-aside awards to GSA holders and/ or small businesses, if appropriate conditions exist.
