- The United States Army Medical Research Acquisition Activity (USAMRAA) intends to award a contract on a sole-source basis to Virginia Bioinformatics Institute (VBI) in Blacksburg, Virginia, pursuant to FAR 6.302-1, for a gene expression study for th e Walter Reed Army Institute of Research. RNA samples from peripheral blood cells of normal volunteers infected with a Class A biowarfare agent (Francisella tularensis) will be sent to VBI to hybridize the RNA samples to array slides, to scan, to analyze the data, and to provide the findings of this gene expression study to WRAIR. This study being conducted at WRAIR (in vitro study) is a part of a joint collaborative research project with employees of the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID). The results of the WRAIR study will be compared directly with the study being carried out at USAMRIID (in vivo study). Due to the extreme sensitivity to technical issues and in order to keep such technical variations to a minimum, t he microarrray processing of the samples/slides will be processed by the same individuals at VBI for both sets of samples (from WRAIR and from USAMRIID). USAMRAA intends to award this requirement under Simplified Acquisition Procedures. A firm-fixed-price type award is planned. The period of performance is dependent on approval of the Human Use Protocol by the Headquarters, U.S. Army Medical Research and Materiel Commands Investigative Review Board. A total of 100 samples will be processed. Delivery wi ll be scheduled after each sample is processed.
