- This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. The Request for Quote number is N62645-05-R-0040. Provisions and clauses in effect through Federal Acquisition Circular 2005-03 are incorporated. NAICS 561621. The Naval Medical Logistics Command (NMLC) seeks to purchase from a responsible vendor a complete Infant Security System for the Naval Medical Center San Diego (NMCSD), San Diego, CA. SALIENT CHARACTERISTICS: 1) INFANT SECURITY SYSTEM; The system shall provide a means of protecting infants from abduction by providing alarms and physical security controls to prevent unauthorized movement of an infant patient through designated portals. The system shall be HIPAA Compliant. 2) REQUIREMENTS: SECURITY TAGS - The ISS shall include a means of tracking individual infants. Hereafter, this means is referred to as Security Tags, no matter how the means actually provided works: A. Security tags shall provide continuous monitoring both of approach to portals and of presence within the monitored zones; B. Security tags shall be effectively protected from damage via water, urine, or other substances likely to be encountered in hospital nursery; C. Security Tags shall be reusable without a required rest time between patient use; D. Security Tags shall be shock proof; E. Security tags shall be safe for use attached to an infant?s leg; F. Security tags shall be safe for use when attached to an infant?s arm; G. Security tag strap or banding material, if used, shall be hypoallergenic, waterproof, and be pre-measured to a size appropriate for newborn infants, and premature infants; H. Security tags shall secure so as to prevent slippage & accidental removal of bands/tags; I. Security tags shall consist of not more than two loose parts, none of which shall be small enough to pose a choking hazard to children; J. Security Tags shall provide coded indications of failure or warnings; K. Security Tags shall have a means to indicate battery status or test battery charge level; L. Security Tags shall activate an alarm if the strap or banding material is cut or tampered with. CENTRAL ALARM SYSTEM - The ISS monitor and control system, hereafter referred to as the central alarm system, regardless of the actual means of performing the functions, which shall: A. The Central Alarm System shall include a means of displaying the location of infants. B. The Central Alarm System shall be able to track infants down to a specific location and sense that the tag is actually on the infant without skin contact. C. The Central Alarm System once activated shall allow healthcare and security personnel to have sufficient time to verify the presence of an infant before it alarms and locks all doors. D. The Central Alarm System shall be able to integrate and not interfere with the existing security system. E. The Central Alarm System shall allow automatic transfer of an infant while in transition between designated areas recognized by the system. F. The Central Alarm System shall alarm if someone tries to exit, without authorization, with a protected infant through a monitored door or elevator. G. The Central Alarm System Shall be able to track infant down to a specific location; H: Some means of detection shall be included to cover the entire designated room (no dead space) where an infant might be located. I. The Central Alarm System shall alarm when an authorized infant transport takes longer than the time authorized; J. The ISS shall alarm if an active security tag has not been detected by the system within the secured area for a time, as set by the operator. The time shall be user definable and adjustable. K. The Central Alarm System shall protect patient identifying information from exposure to any party without a need to know; L. The Central Alarm System shall permit simultaneous users at each of the control stations. VIDEO MONITORING/RECORDING SYSTEM The infant security system shall include a means of capturing and displaying visual images, as define below. This function is hereafter referred to as the video system. A. The video system shall provide workstation display of alarm location; B. The video system shall include closed circuit video cameras integrated with a long term storage system that digitally maintains a continuous 24-hour video of the required locations; C. The video system shall include cameras shall cover potential exit routes, every exit/entry points of protected area and at exit and entry of each unit. D: The video system camera angles shall be positioned to capture the face of adult humans 1st through 99th percentile, standing; D. Upon the activation of an alarm, the storage system shall capture two minutes of video from the supplied camera at the focus exit point; E. The storage system shall be located at the Security Dispatch office (room 1G-33K5, 1st floor, Bldg 1); F. The video system shall permit simultaneous users at each of the control stations. ACCESS CONTROL SYSTEM - The ISS Access Control System shall include the following: A. The ISS shall lock all designated exit portals to include service elevators if protected infant is removed from the designated areas. (The ISS shall only lock a specific location and not the entire ISS-protected wing.); B. Each portal attached to the access control system shall have audible alarms warning people that they are approaching unauthorized exits. The coverage field shall be adjustable but shall cover a minimum range of 8 feet vertically and 10 feet horizontally; C. The access control system shall permit simultaneous users at each of the control stations. Each portal attached to the access control system shall be provided with - protection. To prevent unauthorized egress, hereafter referred to as an exciter. The exciter shall initiate an alarm when an infant tag is sensed passing through its respective portal. Each exciter shall be able to: A. Perform self-diagnostic, test procedures, polled by the central alarm system, B. mount to either walls or ceilings as required for the location; C. cover the entire vertical and horizontal plane of an exit door. AREA OF COVERAGE ? I. Security system coverage shall include at a minimum: A. 3rd floor West, B. North Wing and C. East Wing, D. NICU, E. Nursery and F. OB Surgery suite that includes 4 major fire exits, 11 access points to various points of the wings and 2 service elevators. II. Workstations shall be placed at the following nurse stations: A. 3 East; B. 3 North; C. 3 West; D. NICU, 2 client workstation shall be placed in the NICU; E. OB Operating Room III. The contractor shall ensure the delivery of a complete system, using equipment and software to provide the required coverage and functionality, whether or not specifically noted herein or on the drawings. INSTALLATION AND TRAINING ? Selected contractor shall install the system at the designated location to meet or exceed all local codes, and A. Provide training of nursing and support personnel, as well as provide additional training to two selected personnel that have administrative privileges on the system; B. Provide a multimedia instructional/training video in a DVD format. C. Shall follow NFPA code and local building code upon installation of system; D. provide facility engineering copies of schematic prior to installation. E. Shall use materials which adheres to or exceed federal and local regulatory requirements. F. Shall provide a 1-year warranty on parts and labor with 4 renewable option years to be exercised at the option of the government. WORKMANSHIP installation shall be performed such that a master craftsman would accept the work. No loose fittings or rough edges may be exposed; any damage to existing material shall be repaired or replaced, any new materials shall be colored of an appropriate color. Work performed shall not significantly reduce the strength of existing materials. FREQUENCY and BANDWIDTH: If the system uses radio frequencies, the frequencies shall be selected so as prevent interference with medical instrumentation or internal/external communication equipment. If the system uses network bandwidth it shall not interfere with medical instrumentation or internal/external communication equipment. 3) SYSTEM REQUIREMENTS: A. The system, and all of its components that require electrical power, shall operate from 115 volts, 60-hertz electrical sources. B. The system shall fit in the area provided (during site visit or from the schematic) for operation. C. The system shall include an operators manual, a training program, a service manual and parts manual (providing sufficient information for an electronic technician to identify and order parts), any diagnostic software necessary for the troubleshooting, repair, and calibration of the unit, and any specialized test equipment necessary to troubleshoot, repair, or calibrate the unit. (Specialized test equipment is that which is specifically designed for this product, or only for the manufacturers products, and which is not commercially marketed as a standard commercial tool or test equipment item for the biomedical or electronics service industry.) One list of all required tools, lubricants or similar consumable materials, and test equipment necessary for servicing the product shall be either included in the service manual, or provided as a separate document, clearly label with the make an model of the equipment. The products shall be labeled in accordance with Mil-STD-130L (items $5000 or more). QUOTE REQUIREMENTS: (1) A document addressing compliance for each numbered paragraph of the SALIENT CHARACTERISTICS. This document shall be in sufficient detail to show compliance with all items specified under the numbered paragraphs. In the event of a "nonconcur?, an explanation must be provided to support. (2) Any brochures, technical or product literature to support the items offered. (3) For past performance, Offerors must submit at minimum three but not more than five recent infant security systems sold within the last 4 years, including: A. contract or purchase order number and dollar value; B. name, location, address, POC and telephone number of the organizations, indicating which are the same make and model as the product proposed; and C. date of contract or purchase order. Any information regarding any given evaluation factors the offeror wishes considered must be included under the tab for that factor. Any information included elsewhere in the quote but not also under the respective tab may not be considered. No pricing information shall be included in the technical quote. All pricing data will only be provided in the Business quote; list the pricing data by materials/supplies required with the installation/labor priced separately. (4) The government anticipates award of a Firm Fixed Price contract for the base installation and warranty. Companies must submit firm-fixed pricing for the installation and all option years on warranty renewals, to include commercial price lists and any applicable discounts to the Government and if applicable, any GSA schedule numbers and pricing. Contract award will be based on 1). Determination of technical acceptability of Product Design and Features, and 2). Determination of Maintainability/ Reliability, 3) Past Performance, 4) Human Factors [Includes, but not limited to, User-Friendliness, Ergonomics, Possibilities of Abuse], and 5) Price. The four technical factors are significantly more important than price, NMLC intends to award to Best Value, prices on warranty options will be evaluated. In order to be determined responsible, companies must be registered in CCR; provide DUNS number; Cage Code, and TIN. Companies interested must send an email to rtaylor@nmlc.med.navy.mil and request a schematic of the Medical Center; only companies registered in CCR will receive schematics. There will be a site visit to NMCSD on 01 September 2005 for contractor walk-through and familiarization of the facility. The Site visit will commence from the Materials Management Department, beginning at 0900 PST, located at NMCSD 34800 Bob Wilson Drive, San Diego, CA 92134-5000. The government will not reimburse any expenses for this visit; the company accepts all responsibility for the visit. Companies must also comply with DFARS 252.232-7003, ELECTRONIC SUBMISSION OF PAYMENT REQUESTS (JAN 2004).
