- Description
- The Naval Air Warfare Center Training System Division has a requirement to provide Sea Warrior program Five Vector Model (5VM) operation, maintenance, and modification support services. The Contractor will be required to operate and maintain 5VM to ensure 24/7 availability of the web service data and functions to the entire Navy community (Afloat and Ashore) and develop and implement modifications to accommodate changes to the Navy?s Manpower, Personnel, Training, and Education (MPT&E) Enterprise Information Technology Architecture and add additional capabilities to the 5VM web services software. Operation and Maintenance tasks the Contractor will be required to perform include but are not limited to the following: continually monitor status of servers, information technology infrastructure, and data sources used by the 5VM and take appropriate action should services or data are not available; incorporate minor modifications to correct user interface issues and incorporate changes to data sources and business processes; provide technical support to 5VM users; facilitate 5VM user workshops; perform business analysis to determine Navy career management and training business processes and requirements; define 5VM capability and functional enhancements required to support results of business analysis; estimate scope of Government proposed modification to 5VM; participate in MPT&E system engineering meetings; and perform usability evaluations. Design, Develop, Integrate, and Test tasks the Contractor will be required to perform include but are not limited to the following: design, develop, integrate and test major revisions to the 5VM software to migrate to new MPT&E IT architectures (Afloat, Ashore, Classified, Unclassified); to expand services to officer and Navy civilian communities; to incorporate changes to logic used to display job requirements for selected career choices, assessment of Sailor?s competencies, learning events available to fill competency gaps, personal growth achievements and options, certification and qualification achievements and requirements, and assessed performance; to enhance capability to create comprehensive learning plans; to view position requirements; to capture job experiences; to create resumes; to provide prospective supervisors the capability to analyze Sailors? qualifications; provide support for Sailor, Supervisor, Mentor, and Peer relationships; provide capability to archive views. Contractors will be required to possess a Secret facilities clearance upon contract award. These services are currently being provided by CellExchange Federal, Inc. (CX) of Cambridge, Massachusetts. CX is the original developer of the 5VM and has maintained it since March 2003. The Government has software design documentation and source code, which will be provided to the successful contractor. This acquisition will be conducted in accordance with FAR 6.203, Set-asides for Small Business Concerns. Competition will be among interested Small Business vendors. This acquisition falls under North American Industry Classification Systems (NAICS) Code 541511, with a small business size standard not to exceed $21,000,000. Award will be made in the form of an Indefinite Quantity Contract (IQC) to one responsible contractor with a 60-month period of performance. A firm fixed price type contract is anticipated. Orders will be issued against the IQC as needed. The initial Delivery Order (DO) for 5VM operation and maintenance services will have a period of performance from 1 January 2006 to 30 December 2006. The initial DO for 5VM modifications will have a period of performance from 1 February 2006 to 31 May. Anticipated ceiling value of the contract is $25,000,000. Businesses capable of accomplishing the required services are invited to submit literature, brochures, and/or capabilities summaries identifying, at a minimum, BUSINESS SIZE and past (limit to within 3 years) and/or current performance on similar contracts (include dollar value, complexity and point of contact). Interested contractors must identify their business type (i.e., large business, small business, small disadvantaged business, 8(a) certified business, woman-owned business, etc). Brevity of extraneous information is desired.
