- The Carderock Division Naval Surface Warfare Center intends to negotiate a sole source procurement with PCB Piezotronics Inc. The contractor shall provide 6 each PCB Model # 481A Sensor Signal Conditioner. This unit is used on the Intermediate Scale Model System (ISMS) underwater range to measure structural responses of one-quarter scale submarine models. ISMS requires six additional PCB 481A signal conditioners to expand its? existing onboard acquisition system and to provide for needed spare of existing units. No substitutes are acceptable. The PCB 481 has been extensively tested on the ISMS range and has been tightly integrated into the onboard data acquisition systems. These include the Model Instrumentation System (MIS) and interfaces to the Target Model Instrumentation rack (TMI-5). Adapting a signal conditioner other than the PCB 481 could require changing the physical layout of onboard systems, software modifications, and repeating function and performance ! verification tests. Only one responsible source and no other supplies or services will satisfy the agency requirements under the authority of FAR 6.302.1. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
