- N00244 Naval Base 937 North Harbor Drive San Diego, CA Laura Maxwell 619-532-2365 This is published as a sole source announcement under the authority of the test program for commercial items (Section 4202 of the Clinger-Cohen Act of 1996). The proposed contract action is for commercial supplies for which the Government intends to solicit and negotiate with only one source pursuant to the authority FAR 13.501(a)(1)(ii). See Note 22. The NAICS code for this action is 339113. The Fleet and Industrial Supply Center (FISC) San Diego, CA intends to award a sole source contract to Depuy to provide total hip and knee systems with components and instrumentations for the Naval Medical Center, San Diego (NMCSD). The requirement includes all materials and equipment necessary to maintain the Depuy hip and knee replacement systems instrumentation and implants currently owned by the Naval Medical Center, San Diego. The vendor must have the ability to deliver the required products with 1 to 2 hours for acute trauma (24 hours per day/ 7 days a week). The vendor will deliver standard replenishment requirements in 1 to 2 business days, unless specified otherwise. A consultant will be available 24 hours per day/ 7 days a week for technical assistance, pre, peri, and post-operatively. Quarterly in-services/ updates shall be provided for surgical staff. Contractor must be in compliance with the Health Insurance Portability and Accountability Act (HIPPA) regula! tions. Invoicing must be on a 30-day billing cycle and must be received by the orthopedic department within 5-10 working days of the following month. Depuy is the only known source in the San Diego area that can perform the specialized hip and knee system services in accordance with the NMCSD?s urgent delivery schedule. The members of the NMCSD Orthopedic Total Joint Surgical Team are all trained to use the Depuy systems, and any discontinuity in systems could potentially cost the Government more money in surgical training or ultimately jeopardize patient care. These surgeons have been schooled in utilizing a particular joint system, and any variance in their procedures would ultimately cause non-financial costs of adjusting to a learning curve. It would cause a significant downtime before surgeons would be proficient enough to confidently perform surgeries using the new joint systems. Many of the patients at the Naval Medical Center, San Diego have a need to be treated as soon as possible and cannot risk delays caused from this learning curve. Depuy, offers a total knee replacement with long-term proven results in the PFC Sigma system. They are the only company to offer a rotating platform tibia (M.B.T. tibial tray), designed to greatly reduce backside wear, which is a problem with all other modular tibial trays. In addition, the PFC Sigma system offers a complete range of augments and stems for revision arthroplasty with bone loss. The TC3 system provides for increased constraint when soft tissue structures are inadequate. Depuy offers excellent total hip replacement systems as well. The Pinnacle modular cup offers multiple liner options including highly crosslinked polyethylene and metal-on-metal. These articulations, like ceramic, have been shown in laboratory and clinical testing to reduce wear debris and failure from aseptic loosening. The Summit hip stem offers an outstanding design for primary THA in both cemented and press-fit versions. The S-ROM hip stem is a well-established unique modular system that is ideal for many revision cases and cases with altered anatomy such and developmental hip dysplasia. The proposed contract is for a base period of one year, from 1 November 2005 through 31 October 2006, with 4 one-year option periods to follow. Interested vendors may identify their interest and capability to respond to the requirement or submit proposals, and provide evidence of HIPAA compliance, CLIA certification and CAP accreditation. This notice of intent is not a request for competitive proposals. However, the Government will consider all statements of interest and capability received no later than 19 September 2005. A determination by the Government not to compete the proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All statements of interest/capability documentation must be submitted via email attachment or fax to the attention of Ms. Laura Maxwell at 619-532-4957. Mailed documen! ts will not be accepted.
