This announcement is published as a Total Small Business Set-Aside action per FAR 52.219-1 and 52.219-6 (this means you must be a small business, quoting the product of a small-business manufacturer); all eligible, responsible sources may submit an offer. This is a combined synopsis / solicitation for commercial items prepared in accordance with FAR 13 and the format in FAR subpart 12.6, as supplemented with additional information included in this notice. Solicitation number / RFQ N00244-05-T-0962 applies; an electronic copy of the RFQ can be accessed at http://www.neco.navy.m! il. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05 and DFAR Change Notices effective through 7/26/05. The standard industrial code is 8748 (NAICS 541620) and the business size standard is $6 million. The agency need is for training and usage on MSA Millennium chemical, biological, radiological, nuclear, & high-yield explosives (CBRNE) respiratory masks. Training shall include all Commander Naval Regions Southwest (CNRSW) San Diego metro sites to include Seal Beach, El Centro, Fallon, and Ventura. The approximate number of employees to be trained is 1625. The statement of work is as follows: General. 1.1 Organization to be supported: Commander Navy Region Southwest Code N22, Room S517 937 N. Harbor Drive San Diego, CA 92132-0019 1.2 Scope: The objective of this order is to provide formal classroom training including but not limited to hands-on fitting, assembling, maintenance, cleaning, and seal check procedures. After completion of such training, respirator user quantitative fit testing to include sizing of respirator, donning & doffing, and satisfactory completion of fit-test protocol. As specified under section 3.0 (Specific Requirements) 1.2.1 Clearances and Licensing: No Security Clearance is required for the performance of this requirement. All Contractor personnel working on this order must be US citizens. In addition, Contractor personnel working on this order shall be fluent in the English language as exemplified in their written and verbal skills. 1.2.2 Privacy Act: Work on this project requires that Contractor personnel have access to Privacy Information. Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations. 1.2.3 Estimated Work Requirement: For the purposes of indicating scope of work only, the Government estimate for the work to be performed in the period of performance of this PBSOW is included below. This estimate is the Government?s interpretation of the requirement and is not intended to be binding on either party or to be the only possible solution to the requirement. The hours to be performed may vary over the course of the period of performance. Skill Level Subject Matter Expert in CBRNE Respiratory Protection and Quantitative Fit Testing Protocols Qty (FTE) Regular Hours Overtime 2 0800 ? 1600 N/A 1.3 Project Objectives and Background: 1.3.1 Objective: The objective of this order is to provide respiratory protection user training and quantitative fit testing to personnel identified as first responders in support of CBRNE emergency response operations (Level C) throughout Navy Region Southwest area of responsibility. As specified under section 3.0 (Specific Requirements) 1.3.2 Background: Navy Region Southwest has been tasked to establish Secretary of the Navy?s (SECNAV) CBRNE Respiratory Protection Program to protect employees against inhalation hazards that includes all elements of the respirator program described in CFR 1910.134, OPNAVINST 5100.23 series, Chapters 15 and Chapter 34 that contain additional requirements for respirator selection; respirator use and limitations; respirator inspection, cleaning, and decontamination; respirator training; quantitative fit testing; program evaluation; and respirator cartridge change out schedules. 2.0 Definitions. 2.1 Best Effort: That effort expended by the Contractor to perform within the awarded price all work specified in this order and any other obligations under this order and the basic contract vehicle. This effort includes providing required qualified personnel, properly supervised, and following industry accepted methodologies and other practices. 3.0 Specific Requirements. The following sections outline the specific requirements, performance indicators, associated standards, and Government quality assurance methods 3.1 Task Order Description: The Contractor shall provide all deliverables specified below in support of Navy Region Southwest?s CBRNE Respiratory Protection Program (Level C). Training sessions and quantitative fit testing will be specific to the use of the NIOSH approved air-purifying MSA CBRN agent approved Millennium Respirator (TC-14G-0270). Specific tasks include, but not limited to the following as mutually agreed to between the Government and Contractor: 3.1.1 Onsite CBRNE Classroom Training & Quantitative Fit Testing Requirements Contractor will deliver a total of 65 classroom courses each consisting of: 1 respirator user training session and 25 completed quantitative fit tests, at the following locations within Navy Region Southwest?s area of responsibility: San Diego Metro (i.e. Naval Base San Diego, Coronado, Point Loma, Fallbrook) ? 33 Seal Beach, CA ? 5 El Centro, CA ? 3 Ventura, CA ? 6 Monterey, CA ? 2 Fallon, NV ? 5 Lemoore, CA ? 6 China Lake, CA - 5 3.1.2 Scheduling Contractor will be work with the Government to establish a mutually agreed monthly schedule of required training and fit testing sessions at the above geographical locations. 3.1.3 Respirator User Training Training to include respirator use as required by 29 CFR 1910.134, as well as basic first responder awareness issues as required under 29 CFR 1910.120. Training provided will guarantees that the user of the respirator can at a minimum demonstrate with adequate proficiency his or her ability to properly inspect, assemble, perform maintenance, cleaning, don/doff, and conduct user seal check procedures. 3.1.4 Respirator User Quantitative Fit Testing MSA CBRN agent approved Millennium Respirators (TC-14G-0270) will be fit tested using either the Portacount Plus condensation nuclei counter or the TDA-99M forward light scattering photometer (also known as the Joint Service Mask Leakage Tester (JSMLT)). The fit tests will be performed as recommended by the manufacturer?s instruction manual and per the quantitative fit test protocols in Appendix A of ANSI Z88.10 (American National Standards Institute). The passing criterion is a fit factor of 1,667. 3.1.5 Documentation Contractor will provide each student with a manual (5-10 pages) that covers the basic CBRN First Responder and respirator use, limitations, inspection, cleaning, and decontamination guidelines. Upon successful passing of the required fit test, each employee will receive a Qualified Respirator User wallet size certification card. A written summary report containing the employee?s personal information (i.e. name, SSN, DOB, date of training, instructor, etc.) and testing criteria will be provided to the Client. Contractor will develop a training plan with supporting materials and provide it to the Government for their internal use of future requirements. 3.1.6 Other requirements The Government shall ensure that all respirator users attend and complete a training session and have documented medical approval to wear the MSA CBRN agent approved Millennium Respirator (TC-14G-0270) prior to fit testing. 4.0 Government Furnished Items and Services. 4.1 Facilities, Supplies and Services: The Government will coordinate to ensure that an appropriate training and fit testing facility/space is available for schedule sessions. 5.0 Contractor Furnished Items and Services. 5.1 Facilities, Supplies and Services: The Contractor shall provide and have available all necessary respiratory training material, equipment and fit testing instrumentation to execute this requirement. This includes the appropriate number of MSA CBRN agent approved Millennium Respirators (TC-14G-0270) required to allow each student to perform hands-on fitting, assembling, maintenance, cleaning, and user seal checks. 6.0 Other Information. 6.1 Hours of Work: Contractor personnel are expected to conform to Government agency regular business hours, which are 0800 to 1600 Monday thru Friday, with the exception of Federal holidays. Actual hours of work will be agreed upon at order start up. Work outside of regular work hours, if required, will be addressed on a case-by-case basis between the Contractor Leader and the Government Representative, prior to work being performed. 6.2 Place of Performance: Designated Navy Region Southwest spaces at each of the geographical locations specified under section 3.1.1 (Onsite CBRNE Classroom Training & Quantitative Fit Testing Requirements). 6.3 Period of Performance: The desired period of performance shall be from date of award to September 11, 2006 6.4 Travel: Contractor shall consider travel costs to support Government training requirements as specified under section 3.1.1 (Onsite CBRNE Classroom Training & Quantitative Fit Testing Requirements). Government will make every possible effort to schedule continuous training sessions at locations outside the San Diego Metro area to maximize contract services and minimize travel requirements. Travel will be in accordance with the Joint Travel Regulations (JTR). All travel must be approved by a Government Representative or designee in writing via either memorandum or e-mail. This requirement is for a fixed priced contract. The provision at FAR 52.212-1, Instructions to Offerors ? Commercial Items applies. Clause 52.212-4, Contract Terms and Conditions ? Commercial Items applies as well as the following addendum clauses: FAR 219-1, Small Business Program Representations; FAR 52.219-6, Notice of Total Small Business Set-Aside. DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies with the following clauses applicable for paragraph (b): DFARS 252.225-7001, Buy American Act and Balance of Payment Program; and DFARS 252.225-7012, Preference for Certain Domestic Commodities. OFFERORS ARE REQUIRED TO COMPLETE AND INCLUDE A COPY OF THE FOLLOWING PROVISIONS WITH THEIR PROPOSALS: FAR 52.212-3, Offeror Representation and Certifications ? Commercial Items. The government intends to make a single award to the responsible offeror whose offer is the most advantageous to the government considering price and price-related factors. Commercial Items, applies with paragraph (a) completed as follows: Award will be made to the offeror that meets the solicitation?s minimum criteria for technical acceptability at the lowest price.
