Description
The U.S. Environmental Protection Agency (USEPA), Office of Acquisition Management (OAM) is conducting additional market research, FOR INFORMATION PURPOSES ONLY, to identify any businesses that possess the necessary technical capabilities to provide RCRA Enforcement, Permitting and Assistance (REPA) for the EPA?s Office of Enforcement and Compliance Assurance. This notice is a continuation of the original sources sought notice (# PR-HQ-05-11333) posted April 01, 2005 and provides additional information to allow small businesses to determine whether they are technically capable of performing some or all of the required tasks within a specific Region and/ or Zone. The information received from this announcement will be used to determine whether the upcoming requirements (or a portion thereof) will be set aside for small business concerns. The current REPA contracts (REPA3) are multiple awards which cover all 10 of the US regions. There are 3 zone multiple-award contracts. Each zone has 2 contractors. The zone contracts provide support to cover the following regional offices: Zone 1 covers Regions 1 (Boston), Region 2 (New York City), and Region 3 (Philadelphia); Zone 2 covers Region 4 (Atlanta), Region 5 (Chicago), and Region 6 (Dallas); and Zone 3 covers Region 7 (Kansas City), Region 8 (Denver) and Region 9 (San Francisco) and Region 10 (Seattle). Each region is responsible for supporting the following states: Region 1 - CT, ME, MA, NH, RI, VT Region 2 - NJ, NY, Puerto Rico, Virgin Islands Region 3 - DE, DC, MD, PA VA, WV Region 4 - AL, FL, GA, KY, MS, NC, SC Region 5 - IL, IN, MI, MN, OH, WI Region 6 - AR, LA, NM, OK, TX Region 7 - IA, KS, MO, NE Region 8 - CO, MT, ND, SD, UT, WY Region 9 - AZ, CA, HI, NW, American Samoa, Guam Region 10 - AK, ID, OR, WA The North American Industry Classification System (NAICS) code for this requirement is 541620 - Environmental Consulting Services, with a corresponding size standard of $6M average annual receipts. The technical qualification statement responses should meet the following requirements: 1. Each response should be brief, limiting your project experience that applies to your firm and/or private and public sector clients to one (1) 350 word paragraph. 2. Pitch font should not be small than 12 pitch font size on 8 ? x 11 ?paper. 3. Also, please identify the EPA regional geographic area where the work was performed (i.e, Region 5 - Chicago, IL) NO CHARTS or FOLDED PAGES. 4. All submitted information in text form only. 5. Also, in order to determine whether small businesses have the capability of adequately performing the PWS to cover work within a region and/or a zone, please provide a response to the following: All firms are to indicate which region(s) they can provide technical support to. In addition, each region has provided the following questions pertaining to specific areas of concern within their region. In order to determine whether small businesses have the capability of adequately performing the performance work statement (PWS) tasks to cover work within a region and/or a zone, each region has provided additional questions pertaining to specific areas of concern within each region. [NOTE: A Small Business Concern must be able to perform 51% or more of the tasks in the Performance Work Statement. Therefore, EPA is encouraging small businesses to use teaming arrangements.
