Description
The U.S. Trade and Development Agency (USTDA) intends to publish a request for proposals for Full and Open Competition to negotiate a commercial contract for a series of technical assistance (TA) training programs focused on technical workshops on agricultural biotechnology for Chinese policymakers, regulators and scientists in both the United States and China. The proposed project will be presented under the auspices of the U.S.-China Biotechnology Working Group. The past few years have shown that increased information exchanges between the United States and China about agricultural biotechnology issues and U.S. methods to handle the applied use of agricultural biotechnology products lead to more open and productive policy level discussions. These dialogues have led to greater general acceptance by the Chinese government of agricultural biotechnology products, allowing U.S. agricultural exports to China to increase significantly. However, various internal and external pressures on governments regarding agricultural biotechnology create an unpredictable environment for producers and traders of agricultural biotechnology products. Due to this uncertain environment, recent increases in U.S. exports of agricultural biotechnology products with China are not assured to continue. This proposed project would include both a long-term exchange program in the United States (to be administered by U.S. Department of Agriculture), and a series of short-term exchanges (in the United States and China) dealing with specific topics of concern regarding agricultural biotechnology (to be performed by the selected contractor). The specific objectives of this project are (1) to exchange information with Chinese policymakers, regulators and scientists on specific topics of concern for the Chinese government regarding agricultural biotechnology products, (2) to use these information exchanges to keep the channels of communication between the United States and China open for future dialogue on agricultural biotechnology issues (such as the Biotechnology Working Group (BWG) policy dialogues), and (3) to encourage Chinese acceptance of agricultural biotechnology for the benefit of Chinese agriculture, U.S. trade, and global attitudes towards this topic. To specifically meet these objectives, the Contractor shall facilitate and manage each training program, and make advisory and project preparation assistance available to the project sponsor in the area of agricultural biotechnology issues. USTDA anticipates award of a single fixed price contract, at a ceiling price of NTE $480,000. The solicitation package will be available on or about the week of August 22, 2005. Once the RFP is issued, contractors will have 21 days in which to respond. The solicitation, all related documents and amendments, and all questions and answers, if any, will only be released and available electronically through the Electronic Posting System (EPS) at http://www.eps.gov under the EPS for vendors option followed by selection of the U. S. Trade and Development Agency. Potential vendors are responsible for accessing the website. No paper copies of the solicitation will be distributed. Accordingly, no written, telephonic, facsimile or email requests for the solicitation package will be honored, and no bidders lists will be maintained. Potential offerors should direct all questions by email to contract@ustda.gov.
