Description
The National Institutes of Health (NIH), Clinical Center (CC), Housekeeping and Fabric Care Department (HFCD) is recompeting a requirement to continue specialized housekeeping services for the Clinical Center Complex, which consists of the Warren G. Magnuson Clinical Center and the Mark O. Hatfield Research Center. The Magnuson Center is approximately 661,600 square feet. It is 50 years old and had a substantial addition completed in 1981, which is called the Ambulatory Care Research Facility (ACRF). The ACRF is a 14-floor structure that houses clinics and laboratories on each of 12 floors. The first and second levels of the ACRF houses clinical services including diagnostic radiology, nuclear medicine and PET, surgery, transfusion medicine and laboratory medicine. The Hatfield Center is approximately 698,263 square feet. It opened in 2005 and houses the inpatient units, day hospitals, additional clinics, admissions, pharmacy, social work, rehabilitation medicine departments, staff use areas, support areas, as well as research laboratories. The Hatfield Center is a seven-story structure with a central large open atrium at the core of the building that connects four separate sectors that house occupants. There are two objectives that the Clinical Center strives to meet. The first is to ensure that environmental services in the Clinical Center, the hospital at the NIH, meets nationally recognized guidelines for environmental infection control in order to maintain a safe, clean health care environment. The second is to maintain a satisfactory level of environmental services in the laboratories and support service areas, since these areas are critical, both to the effective operation of the hospital, as well as the research mission of the NIH. The offeror shall be responsible for providing environmental services in approximately 1,592,406 square feet of space. This area includes 182,025 square feet of outside and garage space and 1,410,381 of interior space. The areas to be cleaned include the following: a) outdoor areas such as sidewalks, courtyards, garage and entrances; b) indoor public areas used by pedestrians with limited restrictive access, such as lobbies, reception and waiting rooms, café and offices; c) indoor areas with limited access for authorized staff and support personnel; d) patient care service areas where the CC has specified environmental infection control measures to minimize the spread of microorganisms in the facility; and e) patient care service areas where the CC requires stringent environmental infection control measures necessary to protect staff and patients. All designated areas require servicing 24 hours per day, 365 days per year. It is anticipated that one (1) contract will be awarded for one year with four (4) successive 12 month option periods, with a period of performance beginning approximately December 1, 2005. The solicitation is scheduled for release on or around July 29, 2005. The proposals will be due approximately 30 days following the actual date of RFP issuance.
