Description

AMENDMENT 01 - This amendment is being posted to provide the comments and responses that were received from industry upon their review of the Draft RFP. Due to limitations within FedBizOpps, the change to the NAICS code contained in the comments and responses cannot be made within the system. The NAICS has been revised to 541710 - Research and Development in the Physical, Engineering and Life Sciences. The Period of Performance remains as a 5-year base period and 5-year option period. The LifeCycle Cost amount is still to be determined. BASIC INFORMATION - Draft Request for Proposals (RFP) HC1013-05-R-2003, for DISA’s Encore II Information Technology (IT) Solutions contracts, available at the DITCO Contracting Opportunities web site, is released for industry comments. Encore II is intended to establish multiple-award Indefinite-Delivery/Indefinite-Quantity (ID/IQ) contracts capable of providing the full range of Information Technology (IT) solutions required by the Department of Defense (DoD) and other Federal agencies. The Encore II contracts will provide services, hardware, software and associated products through separate task orders to satisfy IT activities at all operating levels. Areas to be supported by the contracts include Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) areas; as well as all elements of the Global Information Grid (GIG). Tasks performed under the Encore II contracts will include policy and planning, integrated solutions management, performance benchmarking, business process reengineering, requirement analysis, market research and prototyping, information and knowledge engineering, custom application development, product integration, test and evaluation, licensing and support, communications engineering, security engineering, telecommunications integration, computer-telephony integration, web services, hardware and equipment, and software applications and licenses. The period of performance consists of a 5-year base period and a 5-year option period. Encore II will also support a partial set-aside in which the Government intends to award at least two contracts to qualified small businesses, one of which will be a Women-Owned Small Business (WOSB) and one of which will be a Service-Disabled Veteran Owned Small Business (SDVOSB); NAICS code 541512 (Computer Design Services/$21M) applies. The final RFP is currently scheduled for release in mid-March 2005. Contract awards are expected by the September-October 2005 timeframe. Comments and recommended changes are requested to be submitted no later than 21 Jan 2005 to the DITCO Contracting Opportunities web site, as follows. Prior to submitting comments, Offerors must register with DITCO at https://www.ditco.disa.mil/dcop. During the registration process, choose the option for “The solicitation requires vendor registration for eligibility.” You will be prompted to enter the solicitation number. Upon completion of registration, Offerors will receive a user-id and password for use when uploading comments. Registration information will be verified by DITCO personnel, which takes about a day.
