Description
This is a combined synopsis/request for quote (RFQ) for commercial items prepared in accordance with the format in Subpart 12.6. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. CMT81105025 is the Request for Quotation Number. The RFQ and incorporated provisions and clauses are those in effect through FAR Part 12.3. The NAICS code is 238220 with SIC code of 1752. CLIN 0001; Remove and Install Parquet Flooring. Services, Non-personal. Provide all labor, tools, equipment, transportation, services, and supervision to remove existing parquet flooring and install new flooring in main entrance, lobby area, and stairwell hallway of Building 3600, 2300 East Drive, Scott Air Force Base, IL in accordance with the statement of work as a firm fixed price type contract. Site visit is at the contractor?s cost and at no additional cost to the Government. Please contact Mr. Phillip Casey at (618) 229-9751 to make arrangements for site surveys. STATEMENT OF WORK: 1.0 Background: The Defense Information Technology Contracting Organization (DITCO) is currently upgrading its facility infrastructure. 1.1 Scope: ? Remove old parquet flooring and install new parquet floor in main entrance, lobby area, and stairwell hallway. Before installation, contractor must supply flooring samples to DITCO for selection of floor type. The installer assumes all responsibility for final inspection of product quality. The inspection of all flooring should be done before installation. Carefully examine flooring for color, finish and quality before installing it. If material is not acceptable, do not install. ? Prior to installation of parquet flooring, the installer must determine that the jobsite environment and the subsurfaces involved meet or exceed all applicable standards and recommendations of the construction and materials industries. The construction and sub-floor must be dry, stiff and flat. ? Prior to installation, DITCO has inspection responsibility as to grade, manufacture and factory finish. The installer must use reasonable selectivity and hold out or cut off pieces with defects, whatever the cause. ? Use of stain, filler or putty stick for defect correction during installation is accepted as normal procedure. ? Use of appropriate products for correcting subfloor voids is accepted as a normal industry practice. ? Scrape, broom clean, and smooth concrete surface. Ensure concrete is free of wax, paint, oil, sealers, adhesives, curing agents and other debris. ? Sand high areas or joints fill low areas with a cementitous leveling compound or milk additive latex patch of 3,000-PSI minimum compressive strength. Follow the instructions of the leveling compound manufacturer. Leveling compounds must be tested for moisture to ensure they are properly cured and within the manufacturer's specified requirements for proper installation. ? Parquet flooring must be glued directly to the concrete. Do not use a concrete sealer nor install over a sealer. Surface preparation using mechanical methods such as sanding or scouring with open coat paper or a titanium disk. The concrete must be of high compressive strength. All concrete subfloors should be tested for moisture content. ? Undercut door casings. Remove any existing base, shoe mold or doorway thresholds. These items must be replaced after installation. Clean area and remove debris when completed. ? All materials and equipment used shall be standard components, regularly manufactured for carpentry work. All carpentry work should conform to all require codes and industry standards. ? Installation will be performed after normal working hours and on weekends if required. ? Installation schedule will be coordinated with DITCO. Removal and installation of flooring must be completed by 23 August 2005. 2.0 Government Furnished Facilities and Services: The Government (DITCO) shall provide the contractor with access to the DITCO facility for inspection as necessary prior to the start of work during regular duty hours. Escort will be provided for contractor personnel. 3.0 Acceptance and Inspection: The Government shall evaluate and accept or reject work upon completion. The Scott AFB 375 Civil Engineering Squadron will conduct the inspection following the installation. All work must be accomplished in accordance with local, state, and federal electrical and plumbing codes. 4.0 Place of Contract Performance: Installation shall be performed within Building 3600 (DITCO Office Building), Scott AFB, Illinois 5.0 Time and Period of Performance: The contractor may be required to work during normal duty hours and after normal duty hours as required. The contractor must be prepared to accept delays in schedule with notification from the government within 24 hours of the scheduled work start time and any delays caused by DITCO will be considered in the requested project completion schedule. The actual work date and hours will be established after contract award. Your written cost and technical proposal shall be submitted not later than 31 August 2005 at Noon, central standard time.
