Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-05. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This acquisition is unrestricted and all interested quoters may submit a quote. All interested quoters shall provide a quote for a Vacuum Ultra Violet (VUV) Monochromator System consisting of a 0.2 meter focal length Seya-Namioka-type vacuum monochromator, a stepping motor drive, a deuterium lamp system with condenser optics, and a filter wheel. LINE ITEM 0001: Quantity of (1) each VUV Monochromator System meeting all of the following required specifications: MONOCHROMATOR: A) New, single-grating, Seya-Namioka-type monochromator. B) Must include 1200 grove/mm, aberration-corrected, concave, MgF2-coated holographic grating. C) Focal length at least 0.2 m. D F-number: 4.5 maximum E) Resolution: at least 0.1 nm with 1200 grove/mm grating. F) Absolute wavelength accuracy: at least 0.1 nm G) Wavelength reproducibility: at least 0.05 nm. H) Must Operate in vacuum wavelength region, with range at least: 30-550 nm. I) Must operate out to 1100 nm with 600 grove/mm grating. (Grating not included in solicitation) J) Must be able to mechanically move grating to zero order for alignment purposes. K) Must be able to operate with output axis vertical, with capability for mounting monochromator in this vertical position. L) Entrance and exit slits must be bilaterally adjustable from 5 microns to 3 mm. Slit height must be adjustable from 2 to 20 mm. M) Vacuum tight housing (base pressure 1 x 10-6 torr) or better. N) Must have vacuum pumping port on housing. O) Must allow manual scanning of grating with digital wavelength readout. P) Must include high-resolution stepping motor drive system. Must allow control of grating drive by computer, using RS232 interface and drive-control software. Must also allow front-panel, push button control of grating drive, independent of computer. Q) Monochromator system must weight under 40 lbs. DEUTERIUM LAMP SYSTEM: A) Must include a 30W, air-cooled deuterium source system with continuum radiation in the range 115 to 370 nm. B Must include housing, power supply, and cables. C) Must Include grazing-incidence reflective condenser optic and housing for optimal light collection from deuterium lamp and focusing into monochromator entrance slit. Focal positions must be compatible with filter wheel. D) Must have a light-tight housing for the mirror, coupling deuterium lamp and monochromator. Mirror housing must support cantilevered weight of lamp housing to monochromator entrance slit assembly. FILTER WHEEL: A) Must include vacuum filter wheel with at least 5 positions for 1" diameter filters. B) Filter wheel must be mounted between deuterium lamp and monochromator. Condenser optic focal position must be compatible with filter wheel. Delivery shall be completed 12 weeks After Receipt of Order (ARO). The Contractor shall state the warranty coverage provided for the equipment. Please submit your questions in writing to: andrew.perry@nist.gov FOB DESTINATION MEANS: The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. Award will be made to the Contractor whose quote offers the best value to the Government, technical, price, and other factors considered. The Government will evaluate quotations based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," 2) Past Experience, 3) Past Performance, and 4) Price. Technical Capability, Past Experience and Past Performance, when combined, are equal in importance to price. Past Experience, Past Performance and price shall not be evaluated on quotes that are determined technically unacceptable in accordance with the Technical Capability evaluation factor. Evaluation of Technical Capability shall be based on the information provided in the quotation. Quoters shall include the manufacturer, make and model of the product, manufacturer sales literature or other product literature which CLEARLY DOCUMENTS that the offered product meets or exceeds the specifications stated herein. Evaluation of Past Experience shall be based on the Contractor?s description of their previous experience in manufacturing, assembling and providing similar systems. Quoters must explain how their experience is relevant to providing the equipment listed herein, and how their experience will ensure successful completion of the project. Quoter shall provide evidence of manufacturing & selling at least five (5) monochromator systems. Past Performance will be evaluated to determine the overall quality of the product and service provided. Evaluation of Past Performance will be based on the references provided IAW FAR 52.212-1(b) (10) and/or the offeror?s recent and relevant procurement history with NIST or its affiliates. Offerors shall provide a list of at least three (3) references to whom the same or similar equipment has been provided. The list of references shall include, at a minimum: The name of the reference contact person and the company or organization; the telephone number of the reference contact person; the contract or grant number; the amount of the contract and the address and the telephone number of the Contracting Officer if applicable; and the date of delivery or the date services were completed.
