- The U.S. Department of Education intends to award a purchase order to procure services to provide tribal consultation on Executive Order 13336, American Indian and Alaska Native Education. This procurement is not to exceed twelve months. The Office of the Deputy Secretary is responsible for the administration and oversight of programs designed to improve the educational opportunities of America's school age population, ages five through seventeen. The Office of Indian Education is responsible for the coordination and implementation of all Indian Education policies and programs under the No Child Left Behind act in the U.S. Department of Education. This coordination is codified in the Executive Order for Indian Education, Executive Order 13336, and requires the coordination and consultation of these policies and programs with tribal governments and their designated officials. The specific purpose of this procurement is for the contractor to 1) develop a report on preferred strategies with American Indian and Alaska Native tribes and organizations to identify critical issues in support services that impinge upon student academic achievement; 2) develop forums that promote active family involvement in K-12 schools; and 3) identify tribal, local, state and federal resources to assist in developing family-oriented programs within Indian communities. This purchase order is intended as a sole source award to be made to the National Congress of American Indians, 1301 Connecticut Ave NW, Suite 200, Washington D.C. 20036, (202) 466-7767, (202) 466-7797 (fax), ncai@ncai.org. NCAI is uniquely qualified to coordinate tribal consultation and is the only national Indian organization representative of all federally recognized tribes. However, all responsible sources may request a copy of the statement of work and submit a bid, proposal, or quotation, which shall be considered by the department.
