Description
This is a Sources Sought Notice by the Drug Enforcement Administration to secure the services of a hazardous waste removal/disposal Contractors who are qualified to perform the "duties of a generator" of hazardous waste on behalf of law enforcement agencies, and to properly manage the hazardous waste seized by those law enforcement at clandestine drug laboratories, generated by forensic laboratories, mobile laboratories, training exercises, or by other waste-generating activities authorized by DEA. Waste management, including disposal, shall be in accordance with all applicable federal, state and local regulations. All on-site work shall be conducted with the appropriate level of personal protection including OSHA Levels A through D and Confined Space Entry, as required. DEA, and therefore the Contractor, is not responsible for the remedial cleanup and disposal of residual waste (e.g., contaminated soil, septic tanks, appliances, structure interiors, etc.), which may remain after the removal of gross contamination. There is no funding authorization under this contract for cleanup and disposal of residual waste. The respondents to this Sources Sought Notice must be Contractors who can furnish all experienced personnel with proper training and with DEA security clearances, as well as all facilities, equipment, material, supplies, and services and otherwise do all things necessary for or incident to, the performance of characterizing, packing, loading, transporting, storing, analyzing and disposing of chemicals seized by DEA in accordance with this contract. The proposed contract will have a period of performance of one year and four, one-year option periods. DEA primary responsibility is for enforcing the Controlled Substances Act (CSA). DEA domestic operations are organized into field divisions comprised of offices located in over 150 cites across the United States and Puerto Rico. The objective of this contract is to secure the services of Hazardous Waste Removal/Disposal Contractors who are qualified to perform the duties of a generator of hazardous waste on behalf of law enforcement agencies and to properly manage the hazardous waste seized by those law enforcement at clandestine drug laboratories, generated by DEA forensic laboratories, mobile laboratories, training exercises, or by other waste-generating activities authorized by DEA. Contractors with response facilities located in the following contract centers will receive more favorable consideration during the evaluation process: CONTRACT CENTER: NORTH TEXAS - Contract area 18-03 includes the portion of Texas in the DEA Dallas Division including the Counties north of the southern borders of Gaines, Dawson, Borden, Scurry, Nolan, Runnels Coleman Brown, Mills, Comanche, Erath, Hood, Johnson, Ellis, Navarro, Henderson, Anderson, Houston, Cherokee, Rusk, and Panola Counties. CONTRACT CENTER: Dallas, TX; SOUTH TEXAS - Contract area 19-03 includes the that portion of Texas in the DEA Houston Division including the Counties south of the southern borders of Gaines, Dawson, Borden, Scurry, Nolan, Runnels Coleman Brown, Mills, Comanche, Erath, Hood, Johnson, Ellis, Navarro, Henderson, Anderson, Houston, Cherokee, Rusk, and Panola Counties. CONTRACT CENTER: Houston and San Antonio, TX; OKLAHOMA - Contract area 20-03 includes the entire State of Oklahoma. CONTRACT CENTERS: Oklahoma City and Tulsa, OK; KANSAS and WESTERN MISSOURI - Contract area 21-03 includes the entire State of Kansas and those Counties in Missouri west of the eastern borders of Putnam, Sullivan, Livingston, Carroll, Saline, Howard, Boone, Callaway, Osage, Miller, Pulaski, Texas, Howell and Oregon Counties. CONTRACT CENTER: Kansas City, KS/MO and Wichita, KS; EASTERN MISSOURI and SOUTHERN ILLINOIS - Contract area 22-03 includes that portion of the State of Missouri east of the eastern borders of Putnam, Sullivan, Livingston, Carroll, Saline, Howard, Boone, Callaway, Osage, Miller, Pulaski, Texas, Howell and Oregon Counties, and that portion of the State of Illinois south of the northern borders of Madison, Bond, Fayette, Effingham, Cumberland and Clark Counties. CONTRACT CENTER: St. Louis, MO; NEBRASKA - Contract area 23-03 includes the entire State of Nebraska. CONTRACT CENTER: Omaha, NE; IOWA - Contract area 24-03 includes the entire State of Iowa. CONTRACT CENTER: Des Moines, IA; NORTH DAKOTA, SOUTH DAKOTA and MINNESOTA - Contract area 25-03 includes the entire States of North and South Dakota and Minnesota. CONTRACT CENTERS: Minneapolis, MN and Sioux Falls, SD; WISCONSIN, the UPPER PENINSULA OF MICHIGAN - Contract area 26-03 includes the entire State of Wisconsin, the Upper Peninsula of Michigan. CONTRACT CENTER: Milwaukee, WI; NORTHERN ILLINOIS and INDIANA - Contract area 27-03 includes the that portion of the State of Illinois north of the northern boundaries of Madison, Bond, Fayette, Effingham, Cumberland and Clark Counties. Counties and the entire State of Indiana. CONTRACT CENTERS: Chicago, IL and Indianapolis, IN; MICHIGAN (except Upper Peninsula) - Contract area 28-03 includes the entire State of Michigan except the Upper Peninsula. CONTRACT CENTER: Detroit, MI; OHIO - Contract area 29-03 includes the entire State of Ohio. CONTRACT CENTER: Columbus, OH; KENTUCKY - Contract area 30-03 includes the entire State of Kentucky. CONTRACT CENTER: Louisville, KY; ARKANSAS - Contract area 31-03 includes the entire State of Arkansas. CONTRACT CENTER: Little Rock, AR; LOUISIANA - Contract area 32-03 includes the entire State of Louisiana. CONTRACT CENTER: Baton Rouge, LA; MISSISSIPPI - Contract area 33-03 includes the entire State of Mississippi. CONTRACT CENTER: Jackson, MS; ALABAMA - Contract area 34-03 includes the entire State of Alabama. CONTRACT CENTER: Montgomery, AL; TENNESSEE - Contract area 35-04 includes the entire State of Tennessee. CONTRACT CENTER: Nashville, TN; NORTH CAROLINA - Contract area 36-03 includes the entire State of North Carolina. CONTRACT CENTER: Raleigh, NC; SOUTH CAROLINA - Contract area 37-03 includes the entire State of South Carolina. CONTRACT CENTER: Columbia, SC; GEORGIA - Contract area 38-03 includes the entire State of Georgia. CONTRACT CENTER: Atlanta, GA; FLORIDA - Contract area 39-03 includes the entire State of Florida. CONTRACT CENTERS: Tallahassee and Orlando, FL; VIRGINIA, WEST VIRGINIA, MARYLAND and DELAWARE - Contract area 41-03 includes the entire States of Virginia, West Virginia, Maryland and Delaware. CONTRACT CENTER: Richmond, VA; PENNSYLVANIA and NEW JERSEY - Contract area 42-03 includes the entire States of Pennsylvania and New Jersey. CONTRACT CENTERS: Philadelphia and Pittsburgh, PA; The Contractor shall comply with all applicable laws and regulations and furnish experienced personnel with proper training, as well as the necessary equipment, materials, services, facilities, and all things necessary or incidental to the performance of these services. Contractor personnel must be able to obtain DEA security background clearances. Response facilities and initial storage facility locations shall be subject to facility security requirements, including security for controlled substances, and security for listed chemicals. Evaluation factors for award, in addition to the information above, will include, but are not limited to the following: Demonstration of Technical approach and resources necessary to successfully perform response and on-site services; Demonstration of technical approach and resources necessary to successfully meet RCRA treatment, storage and disposal requirements; Demonstration of ability to successfully perform the necessary administrative/management services; Written samples of task response to determine the quality and potential effectiveness of the approach; Past Performance; Price; Small Disadvantaged Business and Small Business subcontracting.
