Description
The Department of Veteran Affairs Medical Center, Network Logistics Office (509/10N7/NLO), 1 Freedom Way, Augusta, GA 30904-6285, is in the process of contracting for an Instructor/Facilitator of Civil Service Retirement System (CSRS) and Federal Employee Retirement System (FERS) Federal Government Retirement Seminars. The vendor shall provide eight 2-day comprehensive retirement planning seminars covering eligibility, creditable service, computation of annuity, survivor benefits, social security, health insurance, life insurance and TSP information. The Vendor must have extensive experience and expert knowledge of Title 38, physician, dentist, and nurse special pay as this must be a large portion of the seminar. The vendor shall provide one 2-day session at each of the eight facilities in VISN 7. The retirement seminar should include discussions on the following subjects: 1) understanding the Federal Retirement System both CSRS & FERS; 2) benefit entitlements; 3) assist employees in making prudent decisions such as when is the best time to retire; 4) what benefit would there be in buying back military or deposit service; 5) should a survivor benefit be elected; 6) once a survivor benefit election has been made, is the employee locked into that decision; 7) can health and life insurance be continued into retirement and if so, at what cost. The 2-day sessions are to be divided by retirement systems. One day for CSRS and CSRS Offset employees and a second day for FERS and TransFERS employees. The VA intends to award a contract for a base year and four (4) one year options to renew with the VA having the discretionary option for renewals. The NAICS code for this procurement is 541612 with a small business size standard of $6 million. Request for offer will only be accepted from responsible businesses currently engaged in this type of commerce.
