Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format is Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Issued as a Request for Quotations (RFQ).The reference number is 05TC 819. This solicitation document and incorporated provisions are those in effect through federal Acquisition Circular 2001-15 and DFARS change notice 20030722. This is a 100% small business set-aside. The NAICS code is 336212. The size standard is 500 employees. The contractor shall provide the following items: 12 stall dog trailer. 2 ea Specs attached.. 341 TRS, SPECIFICATIONS FOR 12 STALL MWD TRAILER Sub-frame and Tongue---All steel construction of2" x 3" x 11 gauge wall rectangular steel tube, fully welded. Tongue to be built of double 2" x 3" x 11 gauge wall rectangular tube with 2" x 3" x 11 gauge wall rectangular tube tongue braces. Tongue and tongue braces must extend a minimum of 36" under the steel sub frame and be welded to a minimum of two 2" x 3" x 11 gauge wall rectangular tube cross members. Steel framework to be primed and painted gloss black with enamel paint. Framework---All aluminum construction of square and rectangular tube, fully welded. Main frame to be constructed of 3" x 2" x .125" wall rectangular tube. Cross members-front, second and rear to be of 3" x 2" x .125" rectangular tube with 4 additional cross members of 1" x 2" x .091 wall rectangular tube. Cross members to be set %" lower than the top of the main frame to allow for the top of the %" wood sub floor to be flush with the top ofthe main frame. Door posts to be constructed of 1" x 2" x .091" rectangular tube on the forward side of each door and 1" x 1" x .065" on the rear side of each door. Top rail to be constructed of 1" x 2" x .091" rectangular tube. All aluminum tube to be 6061 T6 alloy and fully welded. No spot welding will be accepted. Inner Skin---Minimum 24 gauge, type 304 stainless steel, riveted to aluminum framework with 3116"minimum aluminum blind rivets and sealed to the aluminum frame with tripolyrner sealant approved for use with stainless steel. Stainless steel finish to be #2B or Bright Annealed. Roof Bows---24" on centers, constructed of 1" xI" x .065 wall tube, fully welded to the top rail. Bows shall have a smooth 6" radius curve at each end to .allow for a body shape with the radius curve at the front sides, front top and top sides. Bows shall be constructed using 6061 T6 alloy tube and fully welded to top rail. Note: Special attention should be placed on minimizing waves in stainless steel skin of roof. Insulation--- Minimum 1" polyisocynurate insulation in board form, trapped between inner and outer layers of the stainless steel skin. R value is approximately 9. Outer Skin---24 gauge, type 304 stainless steel with a #3 polish finish, riveted to aluminum framework with 3/16 minimum aluminum sealed blind rivets. Rivets to be no more than 4" apart, center to center. Seams lapped a minimum of 1'2" and sealed with tripolyrner sealant approved for use with stainless steel. Rivets---All structural rivets are 3116" diameter. Body panels use aluminum rivets, Latches use stainless steel rivets, doors and fenders are mounted with plated steel rivets. Roof rivets (3116 inch closed end aluminum rivet with neoprene gasket) must be used on roof of trailer. Floor---3/4" Marine grade Wolmanized plywood laid over frame cross members with 24-gauge stainless steel floor. Top of wood floor to be flush with top of aluminum framework and sealed top seams only with gray putty tape. Perimeter of stainless steel floor to be riveted to the aluminum framework and sealed with black elastomeric putty. Floor to be flush out to edge of framework to allow for easy clean out. All stalls must have a minimum of a 1" drain hole in rear of kennel. Coupler---Hammerblow brand (Bulldog), 2" ball, 5000# capacity, adjustable height. Also to have adjustable height pintle eye coupler compatible with standard military hitch. Minimum of 8" of adjustment from highest to lowest hitch setting. Safety chains of a suitable capacity shall be mounted according to law on the tongue. Tongue Jack---Hammerblow brand, side wind, tongue mount, 7000# capacity drop leg with sand foot, model 190510. Jack must be mounted in center oftongue area to evenly distribute tongue weight. Running Gear--- Tandem axles. Axle capacity of 6000# each, multi-leaf springs capacity of 2750# per axle, 6 hole hubs with 5 Vz' bolt pattern, to be a Dexter brand with EZ-Lube hubs EZLube hubs allow bearing maintenance without removing the hub. One axle to be an idler and the other to have 12" x 2" electric brakes. A D.O.T. approved safety breakaway battery system shall be installed on the tongue to activate the brakes in the event of a trailer/vehicle separation. Tires---ST205/75RI5 load range C, steel belt radial tires mounted on steel wheels, spare tire mounted with lock. Wheels to be 15" x 5" with phosphate prime and paint finish. Ventilation---Heavy duty aluminum louvered adjustable vent in each stall door with heavy duty 1" square tube bars behind vents to protect both the vent and the dog. Vent to have 4 louver blades and measure 12" wide x 15 Yz" tall overall. Square tube bars behind door to be 1" xl" and have a wall thickness of .065".4 pop-up roof vents, all aluminum, located over the front 2 stalls and the stalls immediately behind the storage area and generator closet. Vents are to open either forward of backwards and to have a perforated area to filter airflow into the trailer. Roof mounted exhaust fan 12 volt DC with automatic open feature when fan is activated with remote switch located in the storage area. Height of fan dome assembly when open with fan running shall NOT be any taller than height of dome assembly when fan is turned off. Fan capacity is 1000cfm. Generator--- Onan CMM Electronic Fuel Injection (EFI) Series Gasoline 7000 -watt, remote control with start/stop switch and hour meter. Generator must have self-charging system built into factory unit. External tongue mount I8-gallon aluminum fuel tank. Generator to be built into an insulated closet sealed off from the interior of the trailer to prevent heat or exhaust from entering the animal compartments. Generator is to be located over the axles for better weight distribution. Generator closet has vented door. Generator can either be started or killed without opening the closet door. An exterior additional120-volt outlet shall be provided to power additional equipment. Generator starter cables shall be a #4 A WG minimum. Starting battery to be enclosed in an approved plastic battery box and have a minimum of 565 cranking amps. The generator closet is to be mounted on the driver's side of the trailer, over the axles. A heat shield will be mounted around the exhaust pipe area to deflect heat away from the air intake of the generator. The generator start and kill switch and air conditioner start and kill switches are to be located in the generator closet and are to be accessible without opening the generator closet door. They shall be in a watertight area. Air Conditioning--- Two roof mounted "Carrier" brand or equal, refrigerated air conditioners 13,500 BTU cooling capacity each with a built in heater with 5600 BTU's each. Air flow while cooling on high setting shall be a minimum of360 cfm per unit. Units must have covers over condenser units to protect from hail damage. Hot Dog Alarm System - - - NOT REQUIRED FOR THESE TRAILERS. Hardware---Door hinges are to be full-length stainless steel piano hinge, 16-gauge minimum thickness with a minimum 1/8" diameter center pin. To be riveted to the body with plated steel rivets. Door latches are to be Penz brand or approved equal, all stainless steel with stainless steel rivet at swivel point. Freezer latch style with an eye to allow for use of a padlock of safety snap. Latches to be riveted to the door with stainless steel rivets, minimum of 3/16" diameter. Catch to be bolted to trailer body with minimum _" carriage head bolts. No part of the latch mechanism is allowed inside the compartment door. Safety snaps shall be riveted to the trailer body beside each door with an 8" length of#2 straight link chain (Change to a stronger gauge due to breakage) and a plated single snap. . Inner Safety Bar Doors---Each compartment shall have a separate inner vent door constructed entirely of 1" square aluminum tube with a .065" wall thickness. Aluminum tubes shall run vertically from top to bottom with a 1 Y4" space between each vertical bar. The door shall have a full-length stainless steel piano hinge (Change to stronger grade hinge) with the same specifications as the outer doors. The door shall have a one hand operated slam latch, spring loaded, riveted to an aluminum plate. The outer door shall have a gas charged strut with 30 pounds of force mounted so as to open the outer door and hold it open while dogs enter and exit the trailer. Interior lights--- Located in storage compartment, ceiling, surface mount with switch. Minimum of2 interior lights in the storage area. To be 12 volt DC. Switch located in the storage area. Flood light--- To be rubber housed, tractor style, flexible and bolt mounted to the top rear area of the trailer body. Sealed beam bulb. Switch located in the storage area. Light shall be adjustable to aim light beam. Switches--- All switches are to be located above the driver's side storage door, inside the storage area. All switches for the interior lights, rear flood light and the exhaust fan shall be gang mounted, flush mounted toggle switches. All switches must be labeled to correspond to the equipment or light that it corresponds to. Wiring--- All wiring to be minimum 16 gauge, automotive type and housed in 100m conduit. No wiring is to be accessible from the dog stall area to prevent chewing. Trailer must come wired with a standard 6 pole round style metal plug for all power and lighting connections. A separate power circuit is to be provided to power the exhaust fan at any and all times from the tow vehicle. Stall size --- 30" wide x 40" deep x 36" tall minimum. Storage area ---Size to be minimum 34" wide x 50" deep x 36" tall with access door located over the fender. Access door to be a minimum of 17 Yz" tall x 20" wide. Storage area to be ventilated with the dog stalls so as to prevent condensation in the storage area. A cord hatch shall be provided in the storage area to allow use of the 2, 30 amp shorelines. All DOT required lighting and reflectors. Combination taillights to be surface mounted, LE.D. Marker lights are to be LE.D. To include front, center and rear side markers and reflectors, LE.D. Also to include an LE.D. cluster of three red lights located top center of the rear of the trailer. Interior Stall Dividers--- Solid stainless steel from floor up 27" with aluminum bars spaced on 1" centers for ventilation. 1" bars are to be constructed from 1" square aluminum tube, .065" wall thickness and run horizontally above the solid stainless steel walls. Stainless steel walls are to be sealed to the floor to prevent moisture from migrating from one compartment to the next. All inside seams are to be smooth, with no sharp edges or protrusions that might injure a dog while in transit. All stainless steel to be type 304, 24-gauge thickness. Empty Weight---3300 lbs. Gross Trailer Weight---5675 lbs. Overall Dimensions---82" wide x 368" long x 54" tall Body Dimensions---82" wide x 304" long Minimum ground clearance under the lowest part of the steel trailer frame at the rear of the trailer shall be no less than 17" when the trailer is level. Serial Number--- Trailer MUST come equipped with a Federal DOT Approved 17 digit serial number. Numerical order of the serial number must also be welded into the trailer frame under the trailer tongue to provide proof of ownership if stolen. Trailer shall come equipped as stated and fully ready for operation. Price includes delivery to Lackland AFB, Texas Note: Generator must be delivered with a minimum of 8 hours run time on unit. Unit must be tested with AC units run at a partial load to ensure that 2enerator can handle condenser units cyclin2 on and off.
