Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This solicitation and incorporated provisions/clauses are those in effect through FAC 2005-04. Funds are available. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Government intends to award one contract line item for HAMPP Balloons under an Indefinite Delivery/Indefinite Quantity contract. Bldg #20604, Room B18 Kirtland AFB, NM 87117-5606 All offers are due no later than (MST) 3:00 p.m., 2 Sep 05 High Altitude Balloons for HAMPP Program 10 Aug 05 1.0 SCOPE: The objective of this effort is to provide the Space Vehicles Directorate Spacecraft Integration and Test Branch (AFRL/VSEI) with several high altitude zero-pressure balloons in support of the Starfire Optical Range High Altitude Mobile Pointing Platform (SOR HAMPP) missions. The missions are scheduled to begin in September 2005. The program is scheduled for 100 missions. 2.0 ENGINEERING / MISSION SERVICES: 2.1 The contractor shall design and build a zero-pressure balloon capable of carrying a 1,250 pound suspended payload to a float altitude of 100,000 feet MSL. Helium gas is the only acceptable gas to be used for this balloon. 3.0 SCHEDULE: Start Work: 1 Sep 2005 End of Technical Effort: 31 Dec 2007 The contract shall be an Indefinite Quantity/Indefinite Delivery Contract. The initial delivery shall be for a total of 3 balloons. The first balloon must be delivered by 1 October 2005 and the last to be delivered within 90 days from contract award. 4.0 DATA ITEMS: The Contractor shall deliver the following data items within 14 days after contract award: 4.1 Balloon Production Record Summary 4.2 Balloon Specification Sheet 4.3 Balloon Payload Altitude Curve (English Units) 4.4 Balloon Engineering Drawing 5.0 APPLICABLE DRAWINGS The Government will furnish the following drawings. The Government will inflate and fly the balloons during all operations. In order to accomplish the integration of the payload to the balloon, the inflation of the balloon, and the termination of the balloon during flight, the Government will require specific interfaces to Government launch systems. These interface items are addressed in the drawings.
