Description

The 38th EIG/PKK intends to procure on a sole source basis local telephone service for Andersen Air Force Base, Guam (AAFB), United States Naval Computer & Telecommunications Station, Guam (NCTS) and General Services Administration Federal Technology Service Pacific Rim Region, Guam (GSA). The intended contractor is GTA. GTA shall provide, but not limited to, the following services: local access, switching, transport and related functions at Andersen Air Force Base, Guam (AAFB), United States Naval Computer & Telecommunications Station, Guam (NCTS) and General Services Administration Federal Technology Service Pacific Rim Region, Guam (GSA). The local exchange service shall include, but not limited to, trunking, commercial subscriber lines and transport channels. The period of performance shall be five years from the date of contract award. The primary place of performance will be Andersen Air Force Base, Guam (AAFB), United States Naval Computer & Telecommunications Station, Guam (NCTS) and General Services Administration Federal Technology Service Pacific Rim Region, Guam (GSA) . This sole source acquisition is justified under 10 U.S.C. 2304(c)(1). Per the Guam Public Utilities Commission (PUC), GTA is the only registered provider on the island. The government intends to issue a Communication Service Authorization (CSA) written against the PKK Basic Agreement of F34608-05-H-5004.
