Description
The Los Angeles Air Force Base, Space and Missile Systems Center, 61st Contracting Squadron (61 CONS) intends to award a sole-source, firm-fixed priced, services contract with ACCO Engineered Systems, 6565 San Fernando Road, Glendale, CA 91201-2214 under the authority of FAR 6.302-1. The contract will provide seamless support for the complex HVAC control system for the new System Acquisition Management Support Complex (SAMS). ACCO has been selected on the basis of their affiliation with the HVAC controller manufacturer, Automated Logic Corp. The HVAC designer is ACCO. This acquisition is between $100,000 and $250,000. The NAICS code is 238220. The small business size standard is $12.0M. This solicitation consists of one line item- Item 0001: 1 Lot; Commission, Test, and Air Balance HVAC System in Bldg 270 and Bldg 271. Project Description: The HVAC systems in B270 & B271is very complex. The HVAC design is a combination of three systems. One part provides massive regulated airflow to three floors, distributing bulk air throughout the building under the floor; another regulates airflow at the building perimeter; a third provides air through ducting to specific rooms or areas. The air temperature of all three systems is controlled dynamically by real time computer monitoring and controls links to air valves, fans, water pumps, heaters and chillers. To balance a system this complex requires a steep learning curve for someone other than the designer/installer, ACCO. The HVAC controller manufacturer, Automated Logic Corp, provides specialized equipment to interface between the test monitoring laptop computer and the HVAC controller. ACCO is the local distributor for ALC. The HVAC system is controlled by proprietary software. The software must be linked with a network provided by the COMM Squadron upon completion of air balance testing. The network is capable of monitoring buildings real time. SAMS Monitoring data must be downloaded into an existing database that contains HVAC information for the Fitness Center and the CDC. The use of control monitoring software other than that provided by ACCO cannot be guaranteed compatible in content and format when downloading. Changes to control setting and adjustments involve changes in computer code settings. ACCO, as the system designer, is most familiar with B270 & B271 HVAC requirements, design goals and test strategies to accomplish those goals.
